China’s economic and social development is in an important strategictransition period at present, the way of development and economic structure needto be optimized and adjusted. in this case promoting independent innovation ntoa national strategy level, improving the progress of science and technology andthe development of society and economy, and constructing the nationalinnovation system, have become an important task of national strategicdevelopment. As a national economic and social growth pole, the ascension ofindependent innovation capability and competitiveness requires to be reflectedby regional ascension. Building an innovative society has also become importantgoal of the government’s economic and social development at all levels in ourcountry. Weihai city is one of the first national batch of coastal open cities, andhas been rated as "national excellent innovative city" and "national advanced cityin scientific and technological progress" many times, so the study of weihairegion’s capacity for independent innovation is not only conducive to providingtheoretical support for weihai independent innovation but also means generallyon the study of similar city’s. independent innovation abilityResearch of weihai city based discusses regional independent innovationability, from the connotation of regional independent innovation, way, patternand mechanism to the connotation of the regional independent innovation ability,influence factors and assessment, and combed the relevant theories of regionalindependent innovation ability evaluation method, then to research the corecontent of regional independent innovation ability in weihai city boundaries oftheory. According to the performance of the regional independent innovationability, comprehensively analize the weihai region’s capacity for independentinnovation present situation, problems and causes from four aspects which arethe regional independent innovation environment,regional independentinnovation input capacity, innovation output capacity, the sustainabledevelopment of regional independent innovation ability. And then according tothe principles of establishing regional independent innovation ability evaluationindex and method of regional independent innovation ability of the existing research results for reference, build up the weihai region independent innovationability evaluation index system, from three levels,22evaluation indexes. Thenbased on the analytic hierarchy process construction of regional independentinnovation ability evaluation model and makes an analysis of the actual situationof weihai. By the evaluation results can be seen that weihai region’s capacity forindependent innovation in recent years has been enhanced continuously, but theoverall level is not high, especially in the regional independent innovation outputand the sustainable development of regional independent innovation ability isrelatively low. In view of the research results, from the enterprise’s independentinnovation awareness and concept, improve the level of independent innovationinput, build the university-industry cooperation platform, promote thetransformation of scientific and technological achievements, promote sustainableregional independent innovation ability from several aspects of weihai cityregional independent innovation ability promotion countermeasures andSuggestions are put forward.
