Along with the continually developing of globalization, the innovation in knowledge and science becomes more and more important in economic and social developments. Talents and ability of person play a decisive role in the competion of comprehensive national strength. Develop human resources and strengthen the ability buliding become imoprtant problems that must be sovled rencently . Faces to rigorous talents competition all over the world, national railways are tied by planned economy for a long time, which leads to human resources development lags behind modern entreprise management obviously. It can be manifested as the following: unreasonable structure, unscientific configuration, lack of good liquidity; lots of original favourable terms lost gradually, brain drains; distemperedness cultive mechanism, not enough investments; imperfect operation and management, lack of develop consciousness. Railways as main artery of national economy play an important role in the modernization drive of our country. In order to suit the needs of building a well-off society in an all-round way and be the forerunner of state economic development, Ministry of Railways proposes great-leap-forward development strategy on the basis of deep investigation and study. The strategy works to increase transport capacity, wind technology and equipment level and forge ahead .with technological, institutional and management innovation so as to enable the major technology and equipment reaching the standard of developed countries to meet the needs of travelers and shippers and phase the modernization of Chinese railways.Human resources is the first element in the process of implementing great-leap-forward development and we must study human resource management of rail transportation enterprises comprehensively, systematically and penetratingly and stress that human resources development must be in accord with enterprise development for the purpose that talent increasing and enterprise development proceed synchronously. We must reflect on a good many factors of current talent teams such as quantity,structure,professions,distribution, advocate advanced idea that talent development must be put forward and lay heavy stress on forecast and program, training and evaluation, selection and apply, recommendation and excavation, allocation and regulation, encouragement and insurance and so on so as to construct policy system and new mechanism which is propitious to improve human resource management of railway enterprises.Based on that and using the theory of management, firstly, this paper analysises the importance of human resource development in the railway transportation enterprises of our country, and then deeply inspects the status of the human resource development in the railway transportation enterprises of our country;points out the main problems and analysises the reason, at last, this paper raises the thought of how the railway transportantion develops human resource and the strategic objectives on that. This paper, using that guiding ideology and strategic objectives, also emphatically researches on the human resource's selection;incentivation; performance assessment;training as well as the idea of human capital. With thoses , we can have some common ideas about the solutions of mechanism instruction and promote the the railway healthly developing.
