As market competition is becoming fiercer, the capital of enterprise competition is nolonger limited to technical and financial condition. The competitive advantage of humanresources and other soft power have become increasingly prominent. Enterprises pay moreand more attention to human resources. The core content of human resource management isperformance management and the key constituent element of performance management isthe performance appraisal, so the effective implementation of the performance appraisaldetermines the performance of the enterprises. Enterprises invest a lot of human, materialand financial resources to build a suitable performance appraisal system. The performanceappraisal system can improve the working enthusiasm and efficiency of staffs andultimately increase the business development level and the comprehensive competitivenessof the enterprise. This method has a great strategic significance.This paper takes the basic level oil recovery staffs’ performance evaluation in ShengliOil Extraction Plant as research object. Through the comparative analysis among thedefinition on performance appraisal conception, systemic elaboration of basic theory anddifferent assessment methods and combining with the use of the results on practicalinvestigation, this study finds that there are many problems in the original performanceappraisal methods and the existing performance evaluation method is not conducive to thelong-term development of the primary oil production team and employees. Based on theanalysis of working process and using360。feedback evaluation method, key performanceindicator method and objective management method, this paper designs the performanceevaluation index system. Three aspects are contained in the system, such as interpersonalrelationship, behavior and result. This paper describes the selection of performanceappraisal index, weight distribution, implementation process, safeguards measures and othersafeguards in detail. The final purpose is that the system can be effectively implemented,and can play a practical role and provide support for the development of the enterprise.
