Labor relations are the basic social relations, which can ensure the normalproduction and operation system and thus become the premise and foundation ofpromoting the harmonious development of the economic society. All our Chinesecommunication enterprises are derived from the postal and telecommunicationsystem in which the administration and enterprise are combined. Afterexperiencing several reformations and reorganizations, the pro blems of labormanagement in these communication enterprises are pushed forward because ofthe parallel use of the old and new labor system and the internal complex laborrelations. In recent years, the society and government pay more attention to theenterprise employment and labor relations. The policy of developing harmoniouslabor relations was firstly written into the central file in the Sixth PlenarySession of the Sixteenth Central Committee of the CPC. The policy has broughtforward a series of specific requirements such as: improve the coordinationmechanism of labor relations, perfect contract system and the collectiveconsultation system, ensure that salaries are paid on time and in full, implementstrictly the standard of the national labor contract, strengthen labor protection,perfect check system of labor protection and the labor dispute mediation andarbitration mechanism, defend the legal rights and interests of the employeesespecially the migrant employees. Under the increasingly competitiv e marketenvironment, the communication enterprises build actively a new model of laborrelations which is normative and orderly, fair and reasonable, mutually beneficialand harmonious and stable. This new model of labor relations is not only therealistic requirements put forward by the macro social environment to theenterprises but also create the rare opportunity for the deep reformation of theenterprises.This research has taken begins with the basic concept of labor relations andstudies intensively the current situation and features of labor relations of thecommunication enterprises by taking the case of China Unicom HeilongjiangBranch. It further analyzes systematically the paradoxical problems of laborrelations existing in the enterprises and then advances the suggestions and relative projects of building harmonious labor relations, which is in order toperfect the employment management system of the enterprises, innovate theemployment mechanism, normalize the labor relations and thus promote t hecompetitive power of the enterprises.The research combines the leading trends of the employment managementwith the historical problems. It has become the typical case of the employmentmanagement of the state-owned enterprises during the transition period of thesociety and economy in our country. Consequently the research has a strongvalue of doing research and popularizing.
