Urbanization has been recognized by the word as a general rule of humaneconomic and social development. It also has become an irresistible trend of theprogress of human civilization and important criteria to measure a country’sdevelopment level. China’s urbanization development is different from the developedWestern countries, as China’s population is extremely large and much rural populationshould be transformed into citizens. Besides, there are strong constraints of resourcesand the environment. Therefore, China’s urbanization should have Chinese specialcharacteristics. The new urbanization proposed recently is a clear direction and a newway for the healthy development of China’s urbanization.Xinjiang is one of China’s five minority autonomous regions with rich resourcesbut poor weather conditions. It is also combined with a special oasis ecosystem ofmany nationalities and ethnic minority population accounts for the majority. Theeconomic and social development faces many severe challenges. As our nationaldevelopment strategy, urbanization especially in Xinjiang, shoulders the historicalresponsibility of shifting population in pastoral areas, improving the urban and ruraldistribution, and achieving leapfrog development and long-term stability of Xinjiang.Therefore, Xinjiang must find a suitable urbanization way with its own characteristicscombining their special situation, with the new round of strong support of the centralgovernment.While new urbanization is the best choice. New urbanization as one ofautonomous three strategies (new industrialization, new urbanization, agriculturalmodernization), should pay more attention to economic and social development,complying with the scientific development concept. At the same time it couldcontribute to transfer the rich resources advantage into motivation, and develop withnew industrialization and agricultural modernization in harmony, in order to achieve aharmonious and stable development of Xinjiang.On the basis of reviewing the development process of urbanization in abroad andChina, this paper analyzed the relationship between population and land in theurbanization process of Xinjiang. Secondly, this paper constructed a index systembased on the meaning of new urbanization and used principal component analysis.Then it evaluated the level of new urbanization from two levels of western provinces, and states of Xinjiang. Then it analyzed the factor impacting urbanizationdevelopment of Xinjiang using gray correlation analysis model. Thirdly, the paperanalyzed coordinated development of new urbanization and industrial structure by theempirical model. Then the paper took a further empirical analysis of the coordinateddevelopment of new industrialization and new urbanization in order to identifyproblems and propose specific measures. Finally, based on the whole study, the paperanalyzed problems in the process of urbanization development of Xinjiang, andproposed some suggestions to accelerate the development of new urbanization.New urbanization is a great social change for a long way to go. As a new thing, itmust follow the general objective laws in order to form its own characteristics.Therefore the process is bound to be fraught with risks and challenges. Through amore detailed analysis with multiple perspectives on the current development of newurbanization in Xinjiang, the paper may get some attention to prevent the risk ofdevelopment based on the current experience and contribute to the new urbanizationdevelopment in Xinjiang.
