Since the 21 st century, software products and software technology services plays a significant role in all aspects of people’s work and life, and change people’s production and life in varying degrees. Although China’s software industry has begun to take shape, but compared with Western countries which are still in the early stages of development. So, how to promote its productivity and development efficiently becomes has become the problem of China’s software industry.First, this paper summarizes the domestic and foreign scholar’s study of efficiency and Data Envelopment Analysis model(DEA model), and analysis the efficiency, technological advances trends and factors influencing,of 29 provinces software industry in 2013. The data, which is only Tianjin, Inner Mongolia, Zhejiang and Guangxi are DEA effective, that is comprehensive technical efficiency. Ningxia’s efficiency of the software industry are lowest, only 0.345. Henan, Hainan, Anhui, Jiangxi, Yunnan and Gansu in the software industry is in the stage of increasing returns to scale, increasing investment in the software industry( investment in human and capital) will significantly increase the six provinces in the software industry revenue. For relatively ineffective provincial need for management resources for effective integration and optimize the allocation of resources, such as reduction in fixed asset investment, reduce research and development expenses and reduce staff, than reduce redundancy and lack of investment in output strive to improve technical efficiency.Secondly, research China’s software industry total factor productivity combined input and output data in 2009 to 2013.Concluded that: China’s software industry total factor productivity is always larger then 1, indicating that software technology has improved the efficiency of the industry every year, the technical recession has been improved year by year, China’s software industry gradually from the explosive development of the steady development transformation. Only Xingjian’s pure technical efficiency decreased year by year, other provinces pure technical efficiency of the software industry ups and downs, but leveled off overall.Finally, the paper used limited dependent variable model(Tobit model) to analysis, Increases Investment in fixed assets in favor of China’s software industry efficiency, software industry investment in intellectual capital requirements more, industrial scale is one of the factors affecting the efficiency of China’s software industry scale, increased research and development of the software industry financial strength can improve the efficiency of the software industry.
