The Research Of Farmers’ Land Transferring Price System Based On The Cost Of Farmers’ Livelihood

With the development of our country’s economy, the change of the rural economy structure and the adjustment of national policy, the land system presented in the late 1970 s which was on the basis of household contract responsibility system is more and more difficult to adapt to the requirement of large-scale, Market-oriented, modern agriculture. The fragmentation and small-scale problems of household contract responsibility system seriously hindered the development of new era rural economy and innovation. In this case, the rural land circulation system is a very important method to make up the original defects of land system, an inevitable choice that could satisfy the requirement of modern agriculture, and is the inevitable stage of modern agricultural development of China, and is the key to promote socialist new rural construction. Recent years, our country continue to concern the rural land circulation in No.1 Central Document, and constantly promote the develop of the corresponding policy. The land circulation in many places in our country become more and more popular. At the same time, some actual examples show that the land circulation can successfully improve the resource utilization of land, promote the development of agricultural economy, and contribute to the new rural construction in our country.But there is no small problem about land system in our country. For a long time, the land resources are the most primitive to the survival of farmers, are the basic means of production for farmers and are the ultimate guarantee of farmers’ lives. Land for the farmers in China often means not only a kind of way of production, also a basic issue including employment, retirement, inheritance, and other functions. So there is the so-called "Hunger breeds discontentment, food for the first". The importance of land for farmers is self-evident. Under the trend of the current land circulation, a big part of peasants will lose their land to make a living, so in this case, how the land-lost farmers to maintain their livelihood is a big problem of the land circulation process that we should pay more attention to.Although the country vigorously promote the land circulation, and constantly improve the policy to the land circulation, land circulation for rural economy in our country is still a new things, also have many problems. In many places the land circulation lie on a spontaneous, small-scale, decentralized and disorderly state, or the local government administrative intervention is overmuch that farmers lost their land circulation of freedom. And now a significant problem of our country’s land circulation system is unreasonable of the price of the land circulation, and in many places the rent of the land circulation is too low. Therefore there are many farmers be afraid of the income after the land circulation can’t satisfy their own livelihood needs, so reluctant to land circulation. The reason is that the present land circulation pricing system ignores the importance of satisfying the living costs of land-lost farmers.In this paper, our research goal is to create a price system of the land circulation system based on the farmers’ livelihood. The livelihood cost of farmers represents the farmers maintaining its sustainable livelihood basic needs, for convenience, in this article we take all aspects of farmers to make a living, including food, housing, clothing, transportation, medical and other aspects to define farmers’ livelihood of consumption. In this article, we noticed that due to the unbalanced regional economic development in our country, the livelihood cost of farmers in different areas in our country have big difference, in order to study the difference, we use factor analysis method to analyze the characteristics of living cost of farmers in different areas in China. On the other hand, we should consider not only the livelihood cost of farmers by now, we also want to consider that after the farmers lost their land, a large number of farmers will choose to move to urban life. So due to the imbalance of urban and rural development in our country, the farmers’ living cost in cities and towns is much higher than that of in rural livelihoods. In this article, we also study the difference of cost of living in different parts of the urban residents and rural residents, using k-means clustering algorithm. Finally on the basis of yield reduction method, considering the nature land value, social value and the effect of land circulation in the supply and demand and price fluctuation, with the considerations of farmers’ livelihood cost we proposed an innovative land circulation system based on the cost of living.Eventually, in order to better promote the land circulation, we give some policy suggestions for the existing problems in the land circulation in our country.
