The impact of economic globalization and knowledge economy era of change, so that enterprises in the fierce competition in the rush to seek a long-term stable development road. Enterprises in expanding investment in physical capital and human capital, but also pay more attention to the economic benefits, the majority of enterprises will choose training for staff to increase enterprise human capital, to improve the competitiveness of enterprises by improving the employee’s knowledge and skills and quality attitude. However, enterprises in the training of the employees have to face certain risk, make it into a dilemma:on the one hand, enterprises urgently need effective training to improve the competitiveness of human capital; cost benefit on the other hand, is unable to effectively control the risk of staff training, training evaluation. Both companies may face the risk of TA and training cost, may face the risk of income loss of training. How to effectively identify the risk of staff training, to manage and control the training risk, to minimize the probability of risk, the enterprise staff training to ensure the training effect, have very important realistic meaning to increase the enterprise’s human capital. The goal of this paper is based on the relevant theories and methods of risk analysis and training of enterprise human capital investment risk of domestic and foreign enterprise staff training, to identify risk, to design the questionnaire, and then makes empirical analysis through the questionnaire data, obtains the main risk factors of influence of staff training, the establishment of training risk model, and to evaluate the major risk factors, and finally puts forward the corresponding staff training risk control measures according to the empirical results.In order to achieve the aim of study, this paper mainly studies:①On staff training, staff training and risk and the risk management and other related concepts are defined, and the training related theory to comb.②The method of recognition of the training risk is summed up, and the staff training of risk identification, risk index system to determine the training. ③ According to the risk identification results design questionnaire and survey, using SPSS 19.0 statistical software such as an empirical analysis on the risk of staff training, including correlation analysis, regression analysis and risk evaluation.④By the empirical analysis the conclusions proposed staff training risk control measures.Through theoretical research and empirical analysis, the main conclusions of this paper are:①The roles of participating in the training role identify main risk from training:the managers risk, training managers, trainers and training risk risk risk of employees, and out of the specific risk factors for each role of risk identification.② Correlation analysis confirmed the correlation between the four roles of training risk income risk are remarkable; stepwise regression analysis to establish the enterprise high level leader risk, management risk and trained staff training for staff training income risk risk model explanatory variables of the enterprise, namely training income risk =-1.448+0.234* business leaders risk +0.342* training management personnel risk +0.764 training and staff risk.③The main role of risk is determined by risk assessment: trained employees risk> training management risk> business leaders risk. In addition, the role of specific risk in the risk factors were also sort.According to the above conclusions, this paper put forward the following staff training risk control measures:①In view of the senior leadership of the enterprise risk, should take measures to:actively to change the training idea, strengthen risk awareness training; accurately grasp the needs of the target, improve the ability to cope with changes in demand; establish the perfect incentive mechanism and, mining potential employees; improve staff training system, the establishment of the system of constraints. The training of management risk, should take the following measure:do a good job of training needs analysis and the current situation of human resources; to regulate the training process design; assessment of training effect improvement and feedback.② According to the training of management risk, should take the following measure:do a good job of training needs analysis and the current situation of human resources; to regulate the training process design; assessment of training effect improvement and feedback. ③In view of the trained employee risk, should take measures to:focus on adult learning characteristics, aiming at cultivating talents; rational use of legal means, reduce the enterprise brain drain; establishing excellent enterprise culture, cultivate learning talent; establish personnel reserve mechanism, cultivate all-round talents.
