Study On New Port’s Impact On County Urban System

With the diversification of modern port’s functions, the impact of port on the social and economic development is also showing features of many aspects and in-depth. The completion and shipping of a new port has greatly promoted the development of the industry and service to the city that a port lies in. At the same time, the development of a port also makes a city can attract foreign investment, improve employment, increase government revenue and raise the income of residents. In addition, to the entire region that a port lies in, its economic growth, the change of productivity’s layout, the optimization of industrial structure is closely related to the fully play the port’s role. County economy is the cell of our country economy, which has important function that can not be replaced. Reasonable County urban system is favorable to the development of county economy. At present, the research on urban system in our country is more concentrated in large-scale urban system while the research on the small-scale urban system is little, yet the perfect theoretical system has not been formed, especially the study on the impact of port to County urban system is less. Along with the implementation of the new urbanization strategy, the status of small towns is becoming more and more prominent, and the research on small urban system within County is increasing.Based on the results of previous studies, taking Bohai New Area of Hebei Province as an example this paper analyzes the influence of the built development of Huanghua port to its internal urban system, the problems that it’s faced and puts forward some suggestions on how to optimize. To carry out this study has two significance:the first is perfecting the theoretical research on County’s urban system and aims to provide the reference for the optimization of County’s urban system that a new port lies in; the second is providing the optimization strategy for urban system in Bohai New Area.Firstly, through the selection of indicators, this paper apply factor analysis method evaluate comprehensively economic strength and social service ability of every town in Bohai New Area to study the classification of urban rank and urban scale; secondly,using economic relation intensity model to calculate the contact strength of sub-towns with economic center towns, combining the spatial distance between every town to analyze the contact strength between towns; Thirdly, using breaking point theory to generate the economy radiation’s weighted Vonoroi diagram of every town in Bohai New Area to determine the economic radiation’s scope of every town. Then, getting urban economic zone and making urban economic zone as the unit to analyze function division of every town; Finally according to the problem in the above, this paper puts forward the corresponding optimization countermeasures.Through the analysis of urban system of Bohai New Area from three aspects, that is urban grade and scale, urban contact intensity and urban functions division, this paper gets the following conclusions:(Ⅰ)The problems of urban system in Bohai New Area:A)Urban rank and scale:Although the economic center town increases than 2004, it has a limited number of transitional economy secondary towns, economic lower town is so much, which easily leads to more obvious urban rank differences of Bohai New Area and appears to a situation of the rich and the poor polarization between towns; in addition to the urban scale of Huanghua Town, Xincun Township (port-city), Guanzhuang Township, Yangsanmu Township, Yangerzhuang Town, Zhongjie Industrial Park, Qijiawu Township can basically meet their own demand for social services, the urban scale of other towns is difficult to meet the their own social service needs.B)Urban contact intensity:the urban economic zone still can not overcome the constraints of spatial distance. The spatial distance between towns directly affects the economic contact intensity between towns and the economic radiation of center urban economic zone.C)Urban functions division: The industrial structure of Huanghua town economic zone exists the following problems:The scale industry is short; The secondary industry develops slowly; Leading industry’s internal contact is less, The introduction of industry is blind, which all lead to the waste of resources; The industrial structure of Xincun Township (port-city) economic zone is single; The problem of Nandagang Industrial Park economic zone is that products type is converging inside leading industry, the development of secondary industry is restricted, the benefit of leading industry is bad; The problem of Zhongjie Industrial Park economic zone is the leading role of the scale industry is not good and industry internal is lack of matching departments.(II)The optimizing Countermeasures of urban system in Bohai New Area:A) Plan urban rank rationally and coordinate urban scale. Nowadays, Bohai New Area is only suitable for establishing a central city and it always select the previous center city. As the new development region, Port area has strong economic strength, but its service strength is weak, and its service population is limited, so the construction scale of Huanghua New City is not too large, the scale of the surrounding township can be appropriate to strengthen.B)Improve urban infrastructure and strengthen urban contact identity. By increasing the density of road network and improving road network status to improve the infrastructure in Bohai New Area, the aim is to shorten spatial distance between towns and strengthen economic contact intensity between each town.C) Adjust industrial structure reasonably and optimize urban functions division. In the early development of a emerging port County, large-scale industry forms rapidly. In this period, the economy of Bohai New Ares is suitable for implementing group development, also can take large-scale industrial park and previous center town as core respectively, secondary township adjust their industrial structure timely according to the development requirements of center town, and clear the respective functions division, which achieve regional coordinated development.
