Research On The Local Governments Actions In Poverty Alleviation In Contiguous And Extreme Poor Areas

Throughout the human history, it could be called a progress from ignorant to civilization, and a fight against poverty. So far, there are 1.2 billion people living in poverty and facing the threat of survival around the world. Poverty is one of the greatest challenges, and poverty alleviation becomes the important task globally. China always attaches great importance to reduce poverty, and has gained remarkable achievements in the long-term anti-poverty practice, made great contributions to global poverty reduction. Marked with the publication of Chinese Rural Poverty Alleviation Outline (2010-2020), China has entered a new period to fight the contiguous and extreme poverty. In this era, facing a large number of poor people, weak economic foundation, severe poverty returning phenomenon, and intense poverty, it needs to increase our efforts to alleviate poverty. Local governments, as the actual executor, play a decisive role to fight the poverty. Therefore, it has important practical significance to research on local government poverty alleviation actions.Taking Wuling Mountain Area as the study object, this research analyses local government poverty alleviation action in China, and builds the path to perfect local government actions.This research consists of the following sections. The first part is the introduction. It summaries the background and significance of this research, combs and reviews the existing literature, illustrates the research approach, method, focal and difficult points, general position and innovations. The second part defines the core concepts, analyses the roles of local government in the poverty alleviation process, and introduces the poverty and government actions theories. The third part recalls the history of poverty alleviation in Wuling Mountain Area, combs the task that local governments face and analyses the overall conditions of local government actions. The forth part explores the problems of local government anti-poverty actions and the reasons. The fifthth part builds the path to perfect the local government actions. Lastly it briefly summaries the main ideas this paper holds, and proposes the several improvement points.
