Research On Land Reclamation Based On PPP Model

Recently The land financing channels in our country include fiscal bank loans,the primary financing channel is commercial bank loans. We realize that the single-mode financing method is not enough for building a rational financing structure because it may lead to high rates of risk, and debt. In recent years, the government has made a stricter control on land reserve financing. Since the opening of the third Plenary Session of the 18 th NPC, more and more emphasis has been placed on the development of mixed ownership economy. Some state-owned projects will be open to a larger extent, thus increasing private capital can be injected into these projects. Therefore, to introduce PPP model in the field of land reclamation by government, in order to solve the problem, to reduce the state-owned enterprise debt financing, and realize the private capital participation in national investment project has important practical significance.The author has read a large number of references for the research. She has collected much information on the mode of PPP, including the definition, practical application, profit distribution mode, risk control, government supervision and control power setting. The paper focuses on profit distribution and risk control of the PPP mode as well as the comparison among the modes of PPP, BOT and PFI. On the basis of theories on the mode of PPP and land regulation, the author will introduce the main present financing modes for land reclamation, and analyze the financing plights. The key to solve problems is to introduce the mode of PPP. And then, on the basis of questions, combining with the actual case,the author analysis the feasibility of the introduction of PPP mode, operation mode, profit distribution, and the risks. In the last part of the paper, the author aimed at the actual problems existing in the case of put forward the advice and strategies which can be promoted.The introduction of the PPP mode into land regulation is different from that into other areas, because the former involves the issues of profit distribution and risk allocation. In the paper, combined with practical cases, this paper solves the PPP mode into the profit distribution of land are involved in the regulation, risk management, provides the PPP mode into areas of land management operation mode, with strong practicability.
