Study On The Profits Distribution Of Rural Land Circulation Under Different Modes

With the steady progress of new urbanization and industrialization, the "three-dimensional rural issues" has been written into the Central Document No.l thirteen times in a row and become a basic problem of China. Under "Chinese economy’s new normal" and tighter resource constraints, to promote the circulation of agricultural land and let rural stakeholders share profits makes the problem of rural land transfer profit distribution becomes particularly important. The current rural land transfer scale expands unceasingly and transfer pattern innovate continuously. There is positive theoretical value and practical significance of clarify the problem of the rural land transfer profit distribution under different modes.Based on reviews of rural land circulation benefit distribution research, discussed the benefit distribution in different circulation of rural land modes. We selected Anhui province which is in the new stage of rapid advance of urbanization as the research area. First of all, Based on the investigation of the rural land transfer in Anhui Province, we take the rural land transfer in Tongling as a case to analyze three kinds of farmland transfer pattern in Tongling city and the status and reasons of profit distribution under different patterns; Secondly, based on the game model of the rural land transfer profit distribution under different transfer patterns, we analyze the problem of the profit distribution under different patterns and discuss the influence of the rural land transfer subsidy on the transfer profit distribution; Finally, we put forward some policy suggestions to promote the rural land transfer profit equitable distribution, and then summarize the full text. The results showed that:(1) The rural land transfer pattern can be divided into the large scale growers(enterprises) dominant pattern, the village collective (agency) dominant pattern and the agricultural cooperative dominant pattern; (2) The profit distribution under three different transfer patterns, the agricultural cooperative dominant pattern is the best, and the large scale growers(enterprises) dominant pattern is the worst; (3)In theory, the government subsidy for rural land transfer can greatly promote the rural land transfer, and the rural land subsidy according to the enterprise’s agricultural output which can promote enterprises to increase investment in agricultural production is better than according to the rural land transfer acreage.These conclusions have a certain reference value for promoting the rural land transfer profit equitable distribution in Anhui province.
