With the rapid development of knowledge economy and the integration of culture and economy, the power of culture is gradually strengthening in the business management process, furthermore, the advancement of enterprise innovation promote the combination of enterprise culture and innovation. Corporate culture permeates the activities of enterprises, determines the future direction of the enterprise, and it is also true for innovative enterprises. Many studies have shown that the enterprise culture has profound impact on enterprise talent construction. However, the current study is not comprehensive enough, and there is no systematic exploration about how corporate culture influences the talent construction of innovative enterprises.This article is rooted in Fujian innovative business practices, devoted to the research on how corporate culture affects the talent construction about innovative enterprises in Fujian Province. This paper mainly carries out from the following four aspects of theoretical research and empirical analysis.Firstly, summary the research status of the domestic and foreign related to the talents construction of innovative enterprises on the basis of extensive literature studies, taking the enterprise culture as a starting point; Then discuss three theories related to this research -- Strong cultural theory, Human capital theory, Talent incentive theory, laying the theoretical foundation for the study of measure system construction.Secondly, on the basis of the theory, establish research framework on the impact of culture on talent construction combined with the actual situation of the enterprise culture and the talent construction and provide the basis for building the measurement system contains the characteristics of innovative enterprises in Fujian. Design questionnaire survey about corporate culture from three dimensions of corporate culture values, technicality and validity of corporate culture construction and corporate culture execution. Design personnel construction index system from four dimensions of talent quality structure, human capital loyalty, talent development mechanism and creative ability. Accordingly form a complete measurement system.Thirdly, on the basis of relevant data which come from three batch of innovative enterprises in Fujian province, through reliability analysis, factor analysis, regression analysis and ANOVA method for empirical analysis, we have following conclusions: corporate culture values has a significant impact on talent’s loyalty, talent’s growth mechanism and talent’s innovation ability; technicality and effectiveness of enterprise culture has a significant impact on talent’s loyalty and talent quality structure; culture execution has a significant impact on talent’s loyalty, talent’s growth mechanism and talent’s innovation ability.Finally, in order to promote the effectiveness of innovative enterprise talent construction in Fujian province through the enterprise culture construction, the article offers following suggestions:strengthening enterprise cultural values, building flexible corporate culture, strengthening the enterprise culture execution and creating a learning enterprise culture.
