In the field of Entrepreneurship Research, scholars generally believe that Entrepreneurial Capabilities(EC) is a key element of entrepreneurship success or not for individuals or organizations. For general teams, team members may be reorganized after venture failed, but family is a born entrepreneurial team and different from general team, it can not be make reorganization of members like general teams(except intergenerational replacement), so EC has more special significance for it. Resource-based view consider that the formation of abilities inseparable from resources. There are a large number of Familial Resources(FR) within family, and reflected in the aspects of culture, behavior and familial relationship. In the existing studies, few scholars to explore the transformation process between FR and Family EC(FEC). Researches have proved that ability can be learned, and so many scholars generally introduced learning theory to study the enhancement of EC. Under the unique family trust model, interaction among family members integrates into entrepreneurial practice, this study suggests that the Action Learning theory can be provide a more reliable perspective for research on the formation and enhance of FEC. Action Learning is a learning way which focus on combination of doing and learning, it can be formally carried out in an organization, and also be informally conducted in the family. However, researches from the perspective of action learning on FEC are indeed scarce.Based on the above discussion, this study combines theoretical and empirical research methods, on the base of existing studies on resources and capabilities, and learning and capabilities enhancement, action learning as the mediating variable, we build a model of relationship between FR and FEC. Based on Chinese family specific cultural background, this study constructed the index systems of FR and FEC. Through questionnaires in the form of a small sample test and a large sample collection with samples of data, and using SPSS 18.0 statistical software for data processing and analysis.The main results obtained in this study are:1. Introduced action learning as a mediating variable, built the conceptual model of relationship between FR and FEC formation. Action learning in the model has not exact mediation, and that is verified well; Overall, three dimensions of FR has positive relationship with FEC, and which showed a negative correlation between opportunity competence and risk awareness of Behavioral Resources; 2. The results in the empirical part show that, all hypothesizes in this study are basically verified. It should be noted that, FR can be a direct role in promoting FEC and can also be an indirect role in facilitating formation and enhancement of FEC by the mediating role of action learning.3. Based on the empirical results, this study provides some advice with the meaning of theory and practice for FEC enhancement, including how to rich the FR, and improve the efficiency of action learning in order to achieve overall promotion of FEC. This study complements the domestic theoretical study on familial resources, and expands the theory of action learning and EC. On this basis, providing recommendations for our family groups to enhance EC in practice, which can be more effectively promote the vitality of the private market economy, and strengthen the development power of the national economy.
