Study On Fuzzy AHP Comprehensive Evaluation Of Enterprise Ecological Quality Under Cap-and-trade Mechanism

With the fast pace of modernization, human use of natural resources and fossil fuels has reached an unprecedented height both in scale and speed. The growth of carbon emissions, bringing about climate change, environmental pollution, ecological damage and other serious problems, greatly affect urban ecological civilization and inhabitants health. Under this circumstance, Kyoto Protocol proposes a cap-and-trade mechanism to achieve sustainable development of ecological environment, which gains popular attention and recognition from all over the world, by virtue of emission control and emission trading to achieve the targets of emission reduction. However, in the operation process, it is the enterprises that carry out the objective of ecological and economic development under the cap-and-trade mechanism. That is to say, enterprises, as a basic unit of social economic activities, are not only major users of natural resources, but also main destroyer of ecological environment. Thus, ecological development goals need be transformed as product quality goals of enterprises, namely concerning about and improving product quality from the point of ecology.Since the ending of the 17 th COP in Durban, South Africa, 2011,glolal countries have put more emphasis on climate changes’ influence on human survival and living. The General Assembly made a decision to implement KP2 and start Green Climate Fund. Meanwhile, in April 2014, the eighth session of the 12 th National People’s Congress(NPC) promulgates the most stringent environmental laws in history, which indicates the emphasis our government put on ecological environment problems in the process of economic development. Therefore, with the regulation of cap-and-trade mechanism and latest environmental law, enterprises must take into account the requests of all sides during the production process, especially product standards in protecting natural environment. They need pay attention not only to production technical improvements influence on emission reduction, but also to waste utilization’s influence on emission reduction, which will reflect on the ecological quality management of products, thus makes products become more applicable and more ecological.Based on the deep discussion of the cap-and-trade mechanism and enterprise ecological quality, this paper tries to establish a new outlook of enterprise ecological quality from the perspective of sustainable development and surveys in product quality management. Besides, this paper establish a new evaluation system based onecological quality, using the method Analytic Hierarchy Process(AHP) to obtain the index of each indicator in the system, seeking a reference and basis for enterprise emission reduction and ecological quality improvement.
