Research Of The Development Of Family Farm Under The Perspective Of Social Policy Support

In the process of the trial, family farm has fully demonstrated its vitality, and has played a very important role in improving agricultural development in our country. The advantages of the model of family farm mainly embodied in its economies of scale:first, moderate scale is helpful to the adjustment of overall layout of agricultural production; second, the improvement of labor productivity promotes ratio of commodity further, formed the scale of commodity production, and the scale of commodity production promotes the increase in the income of farmers, improve the industrial economic benefits, and promote the social benefits. The model of family farm not only can make family-based contracted responsibility system avoids the shortcomings caused by lacking of scale, and also insist its energy in its development process, it will be an important mode of the new type of agricultural management main body in China.In recent years, with the accelerating urbanization, the speed of rural social change is accelerating too, a lot of rural surplus labor transfer to the town, this make advantages for the rural land concentration and large-scale management, the support of national policy is enhancing. Nowadays the model of family farm has been effective promoting and rapid developing in agriculture economic developed areas like Songjiaing Ningbo, Wuhan Yanbian Langxi, and has had basic size now, and has also made gratifying achievements. But, in the overall, with the remarkable success achieved by family farm, its shortcomings has also exposed, the model of family farm is very few in China’s vast rural areas; the definition of family farm is very fuzzy, lack uniform standards; farmers in many regions lack the consciousness of family farm; family farm related service system is not sound; the social policy support is insufficient, lacking of a policy tilting for the family farm.This research mainly uses the methods of literature and investigation, first, using literature analysis method to express the related concept of family farm as well as the important theoretical basis and in detail describes characteristics of the policy support of a few typical family farm development and experiences of the family farm in America, France, Japan and China’s Songjiang, Ningbo, Wuhan; then taking the family farm in LangXi county, anhui province as the research object, using the method of field, and combined with the existing literature analyzed and summarized the present development, farm management mode, the development results, and the family farm human resources and social services. And on the basis of related research adopting the combination of qualitative and quantitative analysis method gets the factors which restrict the development of the family farm:land circulation difficulties, imperfect system of financial support, social service system is not sound, lack of professional farmers, agricultural technology popularization difficulties. Finally based on the factors which restrict the development of the family farm put forward the following countermeasures:(1) to further improve the system of land circulation, ensure that land circulation smoothly; (2) improving the financial support system construction, intensify farm support; (3) improve the social service system, and ensure stable farm development; (4) to strengthen the construction of farm personnel, improve farmer quality; (5) to promote the diversification of family farm management structure.
