"Hunger breeds discontentment, food is the first".Food security is always the key strategic issues with the development of our national economy, social harmony and stability and nation security self-reliance. In recent years,with the rapid development of urbanization and industrialization, farmers concurrently industry, farming aging, rural hollowing are becoming more and more obvious.Who is going to farming and how to ensure the national food security are becoming a widespread concern and a problem need to be cracked. Therefore, to guide the land transfer orderly and build the new agriculture business entities become a high-frequency words in order to solve three agriculture problem and ensure national food security. In 2013,the central No.1 document put forward the family farm firstly and encouraged the land contracting right of management circulation have provided strong policy support for the scale operation of grain production in china.As the national major-producing areas, Jiangxi province has benefited from the country’s agriculture policy support, so its grain scale management and family farm have achieved remarkable development. By the end of 2013,more than one hundred mu of grain production reached 12000 household, of which there are about 7000 household have registered as family farm in business sector and agricultural sector.How is the development of family farm?What is the policy demand?Those problems all need to be concerned.So,his paper based on the survey data of five major grain producing areas of 114 family farms(sample farmers) in Jiangxi province, we have achieved detailed management of grain production and agriculture support policy implementation.Then we use the incentive theory, scale theory and land rent theory as the foundation to analyze the deep-seated reasons about family farm policy needs,in order to provide reference evidence for improving family farm policy support.Combining through consideration policy and empirical research data,we conclude family farm need to infrastructure subsidies policy, farm machinery subsidy, subsidized loans, land circulation policy, adopting the new technical guidance subsidies,related training subsidies and the policy of demonstration base of subsidy. The we use Logistic model to analyze the seven policies in order to find the most significant factors affecting the demand for policy and make the reasonable explanation. Secondly, we reference the large family farm of United States, the medium-sized family farms of France and the small family farm of Japanese of their government support policy and use Pengze country family farm as case analysis. Finally, we put forward suggestions about how to promote the grain plant type family farms in Jiangxi province, namely: improving the rural land contract system policies to promote the land transfer; increasing agriculture infrastructure construction to improve the level of agricultural mechanization; innovating agricultural finance and insurance to solve the financing difficulties of farmers; cultivating new agricultural business entities to enhance the scientific and cultural qualities of famliy farm; establishing university guidance and farm docking model to enhance scientific and technological support capabilities; solving family farm drying, drying yard, storage building to improve agricultural production and operation environment; improving the social service system to promote policies and projects to fsamily farm reasonable tilt; paying attention to the government policies supporting operation to enhance family farmers policy satisfaction;ensuring to the family farm policy mix matching to strengthen policy implementation effect.
