Based on the 1998-2012 relevant literature and information at home and abroad, we do some empirical research on the encountered problems of Weichai lean manufacturing operation system in the executing process.Lean production strengthened and changed the enterprise’s core competitiveness and competition mode. It breaks the traditional thinking of mass production approach since the industrial revolution, with far-reaching significance. It improves production efficiency and reduces resource consumption, making a number of companies go from good to great. Weichai Holding Group Co., Ltd. is a large state-owned enterprises with 67 years history of development. Group decided to import lean manufacturing operation system in 2011, put forth effort to build the lean production methods and management philosophy with Weichai characteristics-- "more, faster, better and cheaper", and achieved good results. But after several years of implementation of the system, many contradictions and problems were exposed gradually. It is of great significance to discover existing problems in Weichai operating system implementation of lean manufacturing and study its causes to enhance the effectiveness of Weichai lean production.Based on overview of lean production of the related concepts and implementation strategies, using grounded theory methods, the thesis conducted field research analysis on lean manufacturing background, process and current situation of Weichai operational systems. Research found that there are many problems in the six aspects "workplace activation, standard operating books, personnel training, and material management, equipment management, quality management", when Weichai implemented lean manufacturing operation system. In the implementation of lean production process, each Weichai functional department heads is lack of awareness of integrity, correctness, and guidance or other aspects, and most of the staff is difficult to accept, and even reject, some employees couldn’t follow the standard operational requirements consciously, so lean production environment could not be created quickly. The reason is mainly reflected on the slow change of thinking executives, staff awareness of lean production is weak, difficult to adapt to the high demand brought by the change of lean production method, as well as unsmooth personnel training mechanism, responsibility and rights assessment system remaining to be improved, etc. To this end, we propose the "Extended QC organizational structure, improve workplace activation; practice spot check and patrol functions, improve the lean project evaluation system; innovative talent training mechanism; divide responsibility area clearly; dispose non-performing inventory timely; develop equipment inspection system; analyze all the indicators comprehensively; establish a standardized system of work " and other optimization measures and strategies safeguard to improve management efficiency and quality of Weichai lean manufacturing operation system.
