One Station Of Government Procurement In Supply Chain Optimization

With the rapid development of social process, modernized broadcasting business grows enormously, so does the level of radio service and management. Also, various broadcasting equipment is replaced frequently and the inputs of goods, engineering and services rise increasingly. It is of utmost importance to analyze the purchasing status and strengthen the management of procurement, especially when you want to manage the commonly used equipment with high efficiency. An advanced governmental procurement program can not only improve the economic efficiency of radio, but also enhance the market competitiveness of the modernized development of radio itself, while ensuring the efficiency and safety when providing the broadcasting services to radio listeners. Therefore, it becomes necessary to have a set of scientific equipment procurement program to allocate funds reasonably, improve procurement management, distribute resources rationally, improve the utilization of equipment, reduce risks, and lower some subjective factors in procurement.Based on some thoughts on supply chain management, this research proposes the governmental procurement status and the problems that show in radio broadcasting’s daily work. Thus radio broadcasting procurement will be associated with the supply chain management in information flow, funds flow, and logistics. The research is also conducted to justify government budget funding, improve working efficiency, and establish a good cooperative relationship with suppliers, perfect supervision management mechanism and strengthen the whole procurement process of transparency. Finally, it will provide evidence to fully upgrade China broadcasting industry of government procurement work management level.This article includes the following. First, it introduces basic theory of supply chain management, procurement management and analytic hierarchy process. It then analyzes status and existing problems of government procurement in a radio(hereinafter referred to as the radio). It has an in-depth analysis on radio government procurement work status from procurement program, institutions set and the duties, procurement scale, procurement classification, and government procurement range and program. It also makes a fundamental government procurement questionnaire to find current problems and weaknesses existing in government procurement work, through which it can be seen that radio government procurement budget is not reasonable, government procurement process is rather cumbersome, government procurement goods has some flaws and the related system is not sound. Such similar problems like the lack of restricted supervision mechanism, fewer reviewers and unreasonable management of procurement vendor can also be found in the scenario. Third, the research discusses a optimized strategy in supply chain for radio government procurement. It solves the problems and weaknesses in government procurement respectively from the purchasing department, users department and suppliers department. Other optimization strategies are put forward as well to strengthen contract management, new management methods such as developing third-party joint inventory mode. Forth, the research is based on radio government procurement while using analytic hierarchy process for supplier selection to approach the optimal procurement purposes.
