With the acceleration of the process of economic globalization, and industry competition intensifies, companies are faced with the current business environment which is becoming more complex. Supply chain management as a line with the current enterprise integrated, modular management, their role more and more strategic. In supply chain management model, competition among enterprises has evolved into a business in which competition between the supply chain. Supply chain management procurement management as an integral part of the whole supply chain to achieve the value creation capabilities. Nowaday, Procurement management has become a modern enterprise strategic decision-making and enhance the core competitiveness of the important part. The purchasing management by a variety of purchasing optimization method in order to achieve lower operating cost, improve operational efficiency.Supplier management and procurement processes that throughout the whole process are the important parts of the supply chain management.They can reduce production costs, the inventory, and the amount of funds, improve the ability to respond to fluctuations in demand,create competitiveness of enterprises that ensure the enterprises in a good position in the fast changing market.This paper starts from the supply chain management, focusing on combing the supplier management and purchasing. To H company, it introduces the industry background, the basic situation of enterprise development. And then through analyse the supplier management and purchasing process which H company is running, to study the current situation of H company’s purchasing management, proceed to the next step puts forward the problems exist in it.Finally, according to the existing problems of H company in supplier management and purchasing process, base on the related theory about supply chain management and purchasing management, this paper put forward two optimization proposal for H company under supply chain environment from two aspects:First, selecting and evaluating suppliers scientifically by establishing a comprehensive and systematical supplier evaluation system, then strengthen and establish the supplier management. Secondly, optimize, and upgrade the procurement processes of H company on the base of analyse by the method of ASME. In the paper, the author has explicitly stated the analysis method, implementation steps and practical application of the optimization proposal above.I except the methods and experience in this paper can not only have positive utility for H company, but also should be make use for reference in other enterprises optimizing purchasing management under the supply chain.
