Research On The Implementation Of Basic Endowment Insurance Policy For Urban And Rural Residents In Ebian County

Thebasic endowment insurance for urban and rural residents is a very important part for China to develop the current social security system.It has played an active role in improving the lives of the elderly in urban and rural areas,coordinating the urban and rural resident’s income distribution,and promoting the economic and social ofurban and rural areas harmonious development.Since 2014,the basic endowment insurance policy for urban and rural residents has made considerable progress,which has played an important role in alleviating various problems caused by the aging population in China and promoting the construction of a socialist security system with Chinese characteristics.It has also become the most importantfor China’s current economic and social development.With the rapid development of our market economy,the basic endowment insurance policy for urban and rural residents has ushered in many new opportunities,but also faces more severe challenges.For various reasons,the most of urban and rural residents unwilling to participate in insurance.The most direct manifestation is that the actual insurance payment rate and level is low.These conditions have caused a certain degree of obstacles to the in-depth promotion and implementation of the policy.In order to truly reduce the pressure of old-age care,achieve "reliance for the elderly",and improve social security and cohesion,Ebian County started pilot projects of new rural social endowment insurance and urban residents’ endowment insurance in 2009 and 2011 respectively,and achieved good results.In 2014,with the change of national policy,the new rural insurance and urban residential insurance were merged,and Ebian also began to fully implement the basic endowment insurance policy for urban and rural residents.And itis an important link in the overall construction of the urban and rural social insurance system in Ebian County,it has important historical significance.However,due to the long-standing dual structure of China’s urban and rural population,the constraints of traditional Chinese pension thinking,and the relatively short period of implementation of the basicinsurance policy and the relatively weak strength,we have found out many shortcomings and problems,and urgently need to conduct research to solve it.For this reason,this paper focuses on the Smith policy implementation process model,takingthe idealized policy,policy implementation subject,policy implementation environment and target group,as the research direction.According to the Ebian County Social Insurance Center It systematically summarizes the actual development of the basic endowment insurance for urban and rural residents in Ebian County,and through on-the-spot research,summarizes the four main problems faced by the implementation of the basic endowment insurance policy for urban and rural residents in Ebian County: The benefits of pension benefits and subsidies are low,the fund-raising channels are single and the supervision is weak,the efficiency of business management is low,and the people’s enthusiasm for insurance is not high.The in-depth analysis found that there are four main reasons: the limitations of policy design,the ineffective implementation of the main responsibility of the executive,the lack of guarantees for the modernization of the policy environment,and the low cultural quality of the masses and the deep-rooted traditional thinking.Accordingly,from the four dimensions of the policy itself,the subject of execution,environmental factors and target groups,and drawing on domestic and foreign practical experience,we put forward the following suggestions:scientific and dynamic adjustment of payment standards and treatment levels,Optimize the benefits of government subsidies in ethnic areas,build diversified fund-raising methods,improve the supervision and incentive mechanism of executive entities,strengthen the construction of grass-roots pension service platforms,accelerate the legalization of pension security,increase publicity and enhance the sense of public identity,and give full play to the "family support" system.It hopes to promote the policy implement in Ebian County,and provide experience reference for the "triple" overlapping areas with the same background(i.e.,Yi District,mountainous areas,and underdeveloped areas)in improving the social endowment insurance system.
