For a long time, as for the both natural and humanity reasons influences, the over development of natural ecological system is serious, and as a result, the primary productivity of ecological system continued to decline, desertification spread. At the same time, after chasing the traditional one-sided goal of GDP development, pollution emissions in this district rank high, and fasten the speed of ecological environment’s getting poorer. We can say that chasing economic benefits only and leave the carrying capacity of ecological economic alone, this extensive development way lead this district’s input-output not optimistic. The balance between ecological and economical system can’t stand long.
