Lanzhou New Area Development Capability Analysis

Lanzhou new area as the fifth national new area and the first state-level new area in northwest China in 2012. The ro le and strategic position of Lanzhou new area are important for China, because it must shoulder the responsibility to further the development of the western area and to build a strategic platform for open to the west, and become an economic growth pole of northwest China. Therefore, it is very important for Gansu province and the whole northwest regional economic development to research the development ability and function orientation of Lanzhou new area.This paper based on the multid imens ional view deep ly expound the current situation of the Lanzhou new area,based on the ability theory, the growth pole theory and the theory of factor endowments.Then analysis the function orientation of the Lanzhou new area in detail by us ing the analytic hierarchy process(AHP), it found that the first function of the Lanzhou new area is aggregation and rad iation-d iffus ion function, the second function is the service function, the final function is the innovation drive function and ecological function, we also found that development ab ility of Lanzhou new area do not match the function orientation currently through the princ ipal component analys is and because of the insuffic ient of Lanzhou new area development ability,the growth of service function is faster than the rad iation-d iffus ion function. According to the emp irical analys is, we reached that the reason of insuffic ient development ab ility, and put forward to countermeasures to improve the development ability of the Lanzhou new area, which includ ing make infrastructure perfect, pay attention to diversification development of industry and strengthen the protection of ecological environment. Through this we can make the function orientation match to development ability, accelerating the formation of growth pole in northwest, thus, driving the economic development of the northwest region.
