Longer industry chain, bigger function to investment and demand are characteristics of railway construction. In the process of Chinese transformation of economic structure, Chinese Government take regulation policy to increase investment in railway construction and steady development velocity. Meanwhile, The global effect of Chinese high-speed railway technology is growing, China and many countries and regions reached high-speed railway cooperation intentions. Therefore, Overseas markets of railway construction will further broaden. The higher requirements are given to railway survey and design enterprises by background of the times.One railway survey and design enterprise (hereinafter called as CEC) including: engineering survey, design, consulting, supervision, general contracting, products and scientific research, is a knowledge and technology enterprise. Human resources are the most valuable resource in this enterprise, Implement enterprise development strategy need excellent human resources and efficient allocation of human resources. How to find right talent, retain talent, develop talent, and provide effective talent support for maintaining strong vitality and competitiveness of enterprise becomes a major strategic issue for enterprise managers at all levels. Geology and Subgrade Survey and Design Institute (hereinafter called as GSSD) is one of 15 professional branch companies of CEC. GSSD is key production unit of RSDE, who controls the production organization, safety production and technical quality of CEC. It is necessary to plan human resources from characteristics of main business, production organization mode, internal and external environment, organizational structure and current status of human resources for implementing enterprise development strategy.Firstly, This paper through consulting relevant literature to discuss the research history and status of domestic and foreign enterprises human resource planning, and review the theory of human resource planning. Secondly, This paper combs the characteristics of main business and production organization mode of GSSD, and analyzes the internal and external environment. Thirdly, This paper analyzes the current status of human resources from the organizational structure of enterprise, the total amount of human resources and the human resource structure, and analyzes the advantages and disadvantages of human resources. Lastly, Based on the enterprise development strategy of CEC and the development planning of GSSD, This paper analyzes the development and change of GSSD’s human resources from 2010 to 2014, and plans human resources for future 5 years of GSSD through its characteristics of main business, production organization mode, internal and external environment, organizational structure, and current status of human resources.This human resource planning research method have reference function to geology and subgrade production units of the other railway survey and design enterprise with the same type, and the other production units of CEC.
