After 30 years of development, china’s software enterprise in quantity and output value has reached a certain scale. However, when compared with other developed nations, most of china’s software enterprises lack core technology, core products and high-level talent. Enterprises lack the awareness of IPR protection, and the capability of technological innovation and independent innovation is poor.According to the current standard, most of china’s software companies belong to small and micro-sized enterprises. They have some obvious disadvantages, such as shortage of resources, low anti-risk capability and sub-standard in management. At the same time, there have some advantages, such as responsive and low cost communications. Technology innovation is very important for the survival as well as the development of small and micro-sized enterprises. It means new products or services have been provided, and marketing methods have been used to gained market share. Therefore, technological innovation is a process, including research and development, management, marketing and service etc.Four topics about technological innovation are discussed in this paper:how to develop strategies, how to manage the projects, how to protect and sell the results. The paper begins with why small and micro-sized enterprises want to make technology innovation strategy, then focuses on how to make strategy via basic principle, procedure, factor to consider and related policy. And then the paper discuss how and when to carry out technical innovation. The author outline a new approach to manage the project based on the software engineering combine with the software development theory. And then discuss software infringement problem from the following aspects:who is the infringer and how to implement, and try to give a solution to how to avoid copyright infringement based on legal, technical and company’s system. Finally, the article describes how to carry out the results of technical innovation from analysis of the target market, marketing mix and Marketing management.The author not only focus on internal factors, but also pay attention to the external environment when studying these issues, the method of SWOT, PEST,6PS, value chain, integrated evaluation, rapid prototyping and separation of powers were used to analyze the related problems, then attach the actual case to each question.
