| Under the background of economic globalization and regional economic integration, the development and the application level of Information and Communication Technologies(ICTs) have been rapidly promoted,accordingly accelerated the coordinated development of society and economy.However, due to the influence of multiple factors such as regional culture, unbalanced economic environment, all kinds of information inputs and its ability of conversion, there is existence of the regional difference of informationalization, which affects the regional economic integration.In 2014, the coordinating development of Jing-Jin-Ji became major national strategy, the development of this area’s informationalization is an important part.Therefore, this research mainly concerns on how to fully and systematically reflect the spatial differences of Jing-Jin-Ji iinformationalization and its evolution.This article includes five parts. First of all, from the theoretical and practical perspective,we put forward the necessity of research on the differences of Jing-Jin-Ji informationalization.Secondly,basing on the perspective of informationalization’s concept,measurement,differences and the relationship between informationalization and regional economic development,we systematically reviewed literatures.The third part of this study is that we constructed the evaluation index system and measuring model of Jing-Jin-Ji informationalization development level.Then we analyzed the characteristics and time-space evolution of Jing-Jin-Ji informationalization differences characteristics in the core part of this article.Last,we came into a conclusion and discussed it.The research shows that:(1) Jing-Jin-Ji overall level of informationalization as well as informationalization level of municipalities are showing an upward trend, but the gains is different. 2003-2012, the integrated value of Jing-Jin-Ji region average informationalization increased 1 times the average annual growth rate is 8.15 percent. The other types indicators of informationalization comprehensive value are on the rise, but each type of indicators’ integrated value gains is different. The integrated value of the information infrastructure which the average annual growth rate of 23.33 percent, is the largest increase. 2003-2012, Jing-Jin-Ji 13 cities informationalization average level are showing an upward trend, but gains of cities are different. Beijing, Tianjin comprehensive informationalization value rose above 30, the largest increase, Chengde, Zhangjiakou city etc, the integrated value of informationalization gains were less than 15, the smallest increase.(2) Regional differences in the cities of Jing-Jin-Ji informationalization is shrinking each year, but still more significant. 2003-2012, Coefficient of variation values of Jing-Jin-Ji informationalization integrated value and the types indicators of informationalization comprehensive value showed a downward trend, visible, regional differences in Jing-Jin-Ji informationalization showing a narrowing trend year by year. But by 2012, information on personnel training, information technology and information resources comprehensive utilization coefficient of variation values were more than 100%, indicating that the regional differences of informationalization is still more significant.(3) The urban-rural differences of Jing-Jin-Ji informationalization reduce year by year, and the economic are higher than informationalization differences. 2003-2012, RHL values of color TV penetration, mobile phone penetration, home computer penetration are declining, especially the RHL value of color TV penetration is 1.14, the color TV ownership in urban and rural areas become flat state nearly, urban-rural gap narrowing. In addition, Jing-Jin-Ji urban and rural residents’ per capita expenditure RHL value decreased smaller, only reduced 0.19. The per capita income of urban and rural residents RHL value of increasing rather than reducing, economic development is greater than the informatization differences.(4) Jing-Jin-Ji informationalization level spatial differences and regional differences are significant. The level of informationalization exists strong spatial polarization. The information level of Beijing and tianjin is ahead, which is the height of the hot spots of informationalization, a serious imbalance in the distribution of informationalization, showing high value of informationalization development area accumulation of space. Jing-Jin-Ji regional indicators kinds of informationalization distributed in space there are regional differences, the spatial extent of the difference types of informationalization indicators are not exactly the same, which the spatial differences in resource use information is the most significant, the differences in information infrastructure is the weakest.(5) Jing-Jin-Ji informationalization level of urban-rural gap greater, the dual structure is obvious. Jing-Jin-Ji informationalization RHL value reached 2.01, the informationalization gap between rural and urban RHL value remains high. Differences between urban and rural areas of informationalization in Jing-Jin-Ji 13 cities showed the extent of the difference, the smaller Beijing, Tianjin, Tangshan informationalization gap between urban and rural areas, the larger Cangzhou, Xingtai, Handan informationalization gap between urban and rural areas, indicating that the level of economic development in urban and rural areas to promote urban and rural development of information technology has an important role.(6) Jing-Jin-Ji informationalization difference is significantly related to regional economic development level. Jing-Jin-Ji economic development comprehensive values’ and informationalization comprehensive values’ correlation coefficient is 0.947, a significant correlation between the two. Description, spatial differences in Jing-Jin-Ji informationalization distribution and economic development has certain differences anastomosis, however, informationalization differences projected economic development differences is not entirely consistent. In addition, Jing-Jin-Ji informationalization differences are greater than the differences of economic development.(7) The spatial patterns between Jing-Jin-Ji informationalization regional differences and urban-rural differences are different. Jing-Jin-Ji informationalization dynamic attitude on the space distribution and municipal informatization is consistent with an average annual growth rate, Cangzhou, Zhangjiakou and Chengde informationalization level in 10 years, at a faster pace, Beijing, Tianjin, Shijiazhuang and Tangshan informationalization relatively at a slow pace of development. Beijing, Tianjin, Tangshan and Langfang informationalization of urban and rural differences of dynamic is the largest, Xingtai, Baoding, Cangzhou, informationalization dynamic minimum of urban and rural differences. Jing-Jin-Ji municipal informationalization urban and rural differences of dynamic attitude and informationalization development differences of dynamic attitude on the space distribution are not consistent, which can explain the ascension of the informationalization development does not reduce the differences in urban and rural. |
