With the rapid development of economic and the rising cost of human resources in China, the profit margin of China’s software outsourcing that business model is mainly based on headcount outsourcing has been compressed more and more smaller. Seeking transformation of service mode, trading mode and providing high-end services step by step is the inevitable way for software outsourcing. On the other hand, more and more customers chose the trade mode of fix price project outsourcing for their own reasons and the purpose of controlling the risk. But they lack project management capabilities resulting ongoing fix price project failure cases. These failures including project cost overruns and delayed delivery milestones on the projects become a huge pain.The articles is based on the project management process analysis of a fix price software outsourcing project (TE), try to find out the typical schedule and cost related project management problems. These problems including the fix price project performance evaluation system destroyed the psychological contract of knowledge worker and brought wrong orientation, no system of estimation and project kick off, a rough cost and schedule management, missing the software project team management. The articles studied on knowledge worker and psychological contract, software estimation, that management of software project cost and schedule and the software project team management. By these research results, the articles analyzed the problems of TE project and made the last suggestions that include stacking a fix price project performance evaluation system, establishing a project estimation system and project kick off workflow, using earned value management and critical chain for project schedule and cost management, managing the project team accordingly the characteristics of software project team.The articles studied on how to better control fixed price software project cost and monitor progress, hoping this can contribute valuable reference to our country’s software outsourcing model on fixed price projects.
