With the constant deepening of the reform of state-owned enterprises, the market competition state-owned enterprises face is fiercer and fiercer. Especially for those small and medium-scale state-owned enterprises with small scale, survival and competition become significant problems for these enterprises. In small and medium-scale enterprises where human resources management system is not good, how to introduce competency model to improve the current situation where middle managers are lack of competence is the topic of this article.Starting from the angle of small and medium-scale state-owned enterprises and based on theoretical study, individual case study is conducted in this article. Taking T group, a small and medium-scale enterprise group as the object of study, combined with the evaluation of managers in state-owned enterprises and using the methods of simplified behavioral event interview and questionnaire, research on the competency of middle managers of the group is made. And the credibility, validity and factors of the questionnaire are analyzed. After the interview with senior managers, it is confirmed within middle managers of T group, the competency model includes 4 dimensions and 31 competency features:execution ability, leadership ability, logic and thinking and personal attributes. In the fifth chapter, the application of the model in the appointment, training and evaluation of middle managers is elaborated. And the construction way of competency model and its application is proposed in this article, which provides reference for small and medium-scale state-owned enterprises to introduce competency system to their enterprises.The deficiency and further research direction are put forward in the end of the article and further research on this topic is anticipated.
