Research On The Optimization Of Grain Subsidies Policy In China

Agriculture is the basis of the country; Food is the first necessity of people. Food has always been relationship with China’s political and economic security and social stability, also relationship with 300 million grain farmers’ production and living. Since 2004,the central government has implemented a series of policies including grain direct subsidy, comprehensive direct subsidy, seed subsidy, farm-machinery purchase subsidy, to a certain extent it reaches to protect the interests of grain farmers and promote the purpose of the grain production and farmers’ income. But it also exposed some problems, so that the effect of policy implementation is affected. Though the country has made some adjustments, but still need to re-examine on subsidy policy, make some adjustment and excogitation, establish a more reasonable subsidy policy system.Firstly, This article defines the related concepts, such as agricultural subsidies grain direct subsidy in the paper involved. Then taking Tai’an city as an example, to expound the current grain subsidies policy type and the way of implementation. And according to the statistical data analysis of the influence of grain subsidies to farmers’ income in the past 5 years, and the way through the questionnaire survey analysis on influence of grain subsidy policy on different size of farmers’ income. The reference of grain subsidy policy in developed countries such as the United States, the European Union and Japan experience, points out its enlightenment to the grain subsidy policy in China. This article uses the public policy, public finance theory analysis as the foundation, uses agricultural economics, finance and other disciplines theory tool and statistical analysis, comparative analysis and empirical research method of combining questionnaire survey, the proposed adjustment and improvement of the grain subsidy policy recommendations, in order to better achieve the dual goals of food security and the income.There are following aspects of innovation in the paper. (1)The influence of grain subsidies to grain farmers’ income are expounded through theoretical and data analysis methods, so as to how to promote the farmer income angle analysis of the implementation effect of grain subsidy policy, to make up for the lack of academic performance from the perspective of food safety evaluation of implementation of the policy of grain subsidies; (2)this article proceeds conducted a questionnaire survey of 56 households farmers through the planting of wheat costs and benefits, a detailed understanding of the different scale farmers affected by subsidy policy, in order to optimize the policy Suggestions of policy bias grain large, provides a theoretical basis for using the micro data analysis of the influence of grain subsidy policy on farmers income method, makes up for the analysis of impact on the farmers’ income is mainly domestic scholars use macro data analysis.
