Abstract/Summary:
The industrial structure of C hina which is based on industry has led to excessive pressure of carbon emissions while promoting the economic growth. Low carbon development needs coordinated regional development, synthesizes factors of economy, environment, industry, population and many other aspects. So how to balance the economy development with carbon emissions control, and allocate the carbon emissions in province reasonably has become a core issue which needs to be resolved. As one of the three economical zone the country concentrating on developing, the Beijing- Tianjin- Hebei region has deepen the cooperation through the way of industry transfer, policy guidance and so on, so the regional industry synergies has been equipped with a solid foundation.This paper on the basis of analyzing and comparing the current situation of the carbon emission from energy consumption in the Beijing- Tianjin-Hebei region, took full account of the impact of region industry synergetic development,constructed a model of carbon emission allocation of energy consumption in the Beijing- Tianjin-Hebei region which take the comprehensive effect of industry transfer into account, designed the differential and reasonable carbon emission reduction objectives. Provide a basis for the spatial distribution reasonably of industry structural and the healthy development of the regional economy in Beijing- Tianjin-Hebei region, which can promote the development of the green, low carbon economy. This paper includes four parts mainly:1. Calculate the carbon emissions of energy consumption in the Beijing- Tianjin-Hebei region from 2003 to 2011,analyze and summarize the characteristic of carbon emissions per capita,carbon intensity and some other aspects. Make a discussion on the objectives under the control of the decline in carbon intensity and total amount that carbon intensity constraint.2. Constructe the model of comprehensive effect of industry transfer,calculate the comprehensive effect size of industry transfer in the Beijing- Tianjin-Hebei region from four aspects which are industrial gradient, industry complementary, information and traffic convenience, industry undertaking force, take it as an important factor to allocate the carbon emission.3. Construct the model of carbon emission allocation of energy consumption in the Beijing- Tianjin-Hebei Region in the view of industry synergies. Set situations in five ways: average weight, emphasis on capacity, emphasis on potential, emphasis on responsibility, emphasis on synergy. Calculate the carbon emission allocation coefficient of Beijing, Tianjin, Hebei under the five situations to measure the carbon emissions responsibility of every province.4. Analyze the necessity and feasibility o f regional carbon trading market, and propose the thought and policy recommendations of the construction of Beijing- Tianjin-Hebei regional carbon trading market. In order to gather experience, open mind for the national carbon trading market, through the establishment, development, maturityof the regional carbon market.
