After entering the 21 st century, the enterprise competition is the competition of human resources in nature. And small and medium-sized enterprises competition is more intense, how to attract talent and how to retain talent and motivate their potential to become one of the fundamental strategies of the enterprise development. Human resource management has become a company operation and development of the important work, directly affect the company’s survival and competition. How to use scientific human resources management, conform to the development of the enterprise to introduce talented, the management of the existing talents, inspire its maximum potential, become a problem human resource managers have to consider.This paper uses empirical analysis and normative analysis method of combining the study of the problem, based on A company in human resources management of some practice, according to the company at present human resources situation and the problems revealed by comprehensive again and understand the relevant experts of competency model research results, it is discussed how to apply competence model in human resources management software engineer.
