With the deep development of Chinese reform and opening policy and state-owned enterprises’reformation. A large number of abroad management concept have been brought into China. At the same time more and more domestic enterprises recognized that Human resource management (HRM) have played an important role in enterprises’management, such phenomenon can also be seen in state-owned enterprises, and then they began to set up their own human resource department, which based on advanced HRM concept instead of the traditional personnel management concept. But most reformations in these state-owned enterprises still have incomplete and incomprehensive factors, and these problems can also be seen in a large state-owned enterprise --CCCC Tianjin Port & Waterway Prospection & Design Research Institution Co. LTD, though it gained great achievement after the reformation. But these shortcomings in HRM are still limited factors in the development of the enterprise. Therefore, in order to take place in the future intense market competition, the company must take measure to enhance the reformation and improvement in HRM.Based on the domestic and abroad research materials, the article firstly defines the concept and connotation of HRM, then points out its important role in enterprises. Secondly, according to the survey and data analysis on the real condition of CCCC Tianjin Port &Waterway Prospection & Design Research Institution Co. LTD, the article explores problems existed in the company’s HRM, and also explores reasons in the two aspects:the system itself and managers. At last, on account of its real condition and reason analysis, it makes recommendations and suggestions to the company’s HRM, aiming to improve its HRM, as well as to give an reference to the other domestic relevant enterprises.
