The Research On Evaluation Of Green And Low-carbon Development Of Urban Transport

The rapid development of urbanization and motorization brings a series of traffic problems such as traffic congestion and air pollution, A large amounts of energy consumption and greenhouse gas emissions in urban transportation is also making the contradiction among its development and energy shortage, environment pollution become more increasingly prominent.To some extent, the seriousness of the crisis hinders the sustainable development of the city, therefore, the development of urban traffic are growing into the green low-carbon transformation, green low -carbon traffic has been the focus attention of the scholars at home and abroad. But, at present there has not established a complete set of evaluation system of green low carbon development on urban traffic. It’s an urgent question should be solved urgently that how to synthetically, scientifically and reasonably evaluate the urban traffic green low-carbon development level and results.It’s can further guide the construction of urban green low carbon transport system, and is of great significance to the realizition of urban green low-carbon transport development goals.At first, from the economic theoretical perspective,this paper has analyzed the connotation of green low-carbon transportation from the resource scarcity, externality, and ecological basic capital.Staring from the internal and external environment of development,to build a green low-carbon urban transport development system; Second, this paper has combined the DPSIR model with the development of the urban green low carbon transport mechanism to analyze the influencing factor in urban traffic green low-carbon development such as the driving force, the stress, the condiction,the influence and the response.Through the process and method of index screening, this paper has established the index evaluation system of green low -carbon development and put forward the meaning of each quantitative indicator and quantitative method; Again, this paper through the comparative analysis and comprehensive evaluation of several different ways to select analytic hierarchy process (AHP) to determine the weight of each index in the evaluation,also proposing the urban green low-carbon transport development evaluation model based on the matter-element extension evaluation method; Finally, taking S city as the object to be analyzed in empirical research, using index evaluation system and evaluation method proposed in this paper to carry on the comprehensive evaluation.Based on the evaluation results and the analysis of the influence factors, puting foward the couter measures and the suggestion in urban green low-carbon transpotation development.
