In November2009, Premier Wen Jiabao in the State Council executive meeting mentioned that by2020, China’s per unit GDP carbon emissions compared to2005decreased by40%to45%, and clearly pointed out the need to accelerate the construceion of low-carbon characterized by green transportation system. Port is an important part of the transportation industry, is also a large carbon emissions, but on the green development of the port have neglected the impact of carbon emissions, the port system has not yet been setted up a perfect evaluation system for low-carbon green development. So, how to evaluate the level of low-carbon green development in the way comprehensive, objective, scientific, is an issue which urgently needs to be addressed.This paper first summarizes the status quo of domestic and foreign ports in low-carbon green development, on this basis to analyze the restricting factors. Profoundly expound the mutual impact of port development and ecological environment, in order to pave the way, summed up the symbiotic relationship between the port development and ecological environment. Then using of green economic theory, profound analysis of the internal mechanism of the low-carbon green port development, provide a theoretical basis for the construction of evaluation index system of the Chinese port of low-carbon green development.According to the above analysis, the comprehensive Chinese government to low-carbon green development in guiding ideology, follow the seientifie, systematic and operability prineiples, this is the low-carbon concept into the ports of green development, building the Chinese ports of low-carbon green development evaluation index system, then using of analytic network process and fuzzy comprehensive evaluation method to evaluate it. Finally, empirical research on Dalian port, demonstrates the evaluation index system is reasonable and easy, and provide a detailed reference for supervisor units and ports to evaluate their level of low-carbon green development. Through the empirical analysis to find the bottleneck of low-carbon green development in Chinese ports, putting forward the countermeasure suitable for China’s national condititons.
