The Study Of The Construction Of Indemnificatory Housing And Supply Management System In SuZhou Urban Area

Housing security is about the livelihood of the people,housing problem is not only an economic problem, but the political and social problem.Since housing reform in 1998,the party and government attach great importance to the housing problem.The continuous development and improvement of national housing security system gradually established the economically affordable housing policy,low-cost housing policy,price-limit housing policy,public rental housing policy,the accumulation fund policy and a series of housing security policies and housing supporting policies.In order to speed up to establish the social security system covering both urban and rural residents, the Seventeenth Congress of the CPC clearly point ed out that ‘everyone has the housing right’,the eighteenth Congress of the CPC pointed out again and requested more progress on this problem,the twelfth five-year plan for national economic and social development in 2011 pointed out: ‘The twelfth five-year plan requests to build 36 million indemnificatory housing and kinds of houses in rebuilding shanty areas and requests the coverage of indemnificatory housing to reach around 20% of total demand.’Indemnificatory housing which owns the quasi public product attributes is an important component of the social security system. The government should participate in the construction of indemnificatory housing and supply management.However,is it necessary for the government to do everything by itself ? And what role should the government play to organize the construction of indemnificatory housing and supply management?These quetsitions is worth to explore and research. This paper mainly discusses the construction of indemnificatory housing and supply management system through the combination of theory and practice,and gives an example------ Fix the quotas for marketing commodity house in Su Zhou,which has local characteristics of indemnificatory housing.The paper is mainly about Suzhou urban area has taken the way from the government only, the market only,or the combination of government and the market to organize the implementation mode,in according to the characteristics of fix the quotas for marketing commercial housing construction and the supply management.Also,it points out the existing problems and deficiency,and proposals constructive opinions and suggestions.
