Since reform and opening up, China’s electronic information industry has made rapid development. In addition, impelled by technological revolution and globalization in late 1980 s, China’s information industry realized an unprecedented historic development. As the core of information industry, communication equipment manufacturing industry is intensive in talent, technology, and knowledge, and leads the development of economy and society of China. The improving of innovation efficiency of Chinese communication equipment manufacturing industry will determine the development direction of future, technological progress, and industrial upgrading of information industry in a large extent.In general, listing corporations have certain representativeness and the information disclosure mechanism can guarantee the indicators selected in this paper are easily acquired. So, this paper uses Two-stage relational DEA method to analysis the innovation efficiency by the chosen 43 listing companies and detects the problems existed in the current communication equipment manufacturing industry innovation process in our country.This paper applies the methods of data study and specialist counsel, qualitative analysis and quantitative analysis, theoretical analysis and case study. Firstly, by sorting out and analyzing the relative research results at home and abroad, this paper reviews present research situation of innovation efficiency. Then, sums up and introduces the analyzing method of Data Envelopment Analysis(DEA), especially the method of two-stage relational DEA, and presents the situation of our country’s communication equipment manufacturing industry. Furthermore, this paper constructs a set of two-stage evaluation index system which contains “input-intermediateproducts-output”, and use it to analysis the innovation efficiency during the period of2009~2012 on a sample of 43 enterprises. The results indicate that: many enterprises are DEA inefficiency with the method of two-stage relational DEA which are efficiency under traditional DEA models, and the efficiency of the second stage is lower than the first stage; in the time dimension, the overall efficiency of our country’s communication equipment manufacturing industry shows an increasing tendency; in regional dimension, obvious differences in innovation level do exist among different districts and innovation efficiency decline from east to west.
