This paper takes the high-tech enterprises in the provinces of China during 2007-2012 year as sample.The technological innovation activities of each province are divided into two stages: the stage of technological development and the stage of the transformation into economic benefits.After the calculation of the purely technological efficiency,scale efficiency and comprehensive efficiency by the mean of super-efficient DEA model based on the slack variable,the technical efficiency difference between provinces is analyzed and compared,and the environmental factors influencing technological efficiency were analyzed by using Tobit model.The main conclusions of this paper are as follows: the scale efficiency in both stages can reach the passing level,but the level of purely technological efficiency is generally low and there is a lot of room for improvement.The purely technological efficiency difference between eastern and western provinces is not obvious at the stage of technological development,but the difference gradually become obvious in the transformation stage and the technological innovation efficiency of eastern region is higher than the efficiency of western provinces.Among the many environmental factors influencing the technological innovation efficiency,the total fixed assets,provincial GDP and the government funds in the corporate R&D intramural expenditure have a significant negative impact on the efficiency of technological innovation while the enterprise ownership,market competitiveness,FDI and OFDI stock of each province have a significant positive impact.
