Research On The Supervision Mechanism Of The Government Procurement In China Customs

The government procurement system is a kind of fiscal expenditure management system which is generally adopted under the condition of market economy. China began to implement the government procurement system from the late 1990s. As a state organ, China Customs also started to implement the government procurement system from 1999. For the past 10 years or more, the scope and scale of the government procurement of China Customs has increased significantly. The government procurement in China Customs achieved remarkable economic and social benefits, and became important fiscal expenditure activities of Customs. However, due to a late start of the construction, the government procurement system in China Customs is still not perfect. There appeared a variety of problems in the process of the implementation of it. So the system of it needs to be supplemented and perfected. The opinion of this paper is that the key to ensure the effective implementation of the government procurement system in China Customs is to set up a perfect supervision mechanism.Prior to this, domestic scholars had done a plenty of researches on our government procurement supervision mechanism. Many researchers analyzed the current situations and the existed problems of the government procurement, and came up with ideas and measures on the establishment and improvement of the supervision mechanism of government procurement of China. However, as part of our government procurement, China Customs’ procurement is seldom studied by scholars. This paper focuses on the specific conditions and practical work in China Customs, and analyzes the problems of China Customs’ government procurement. Then it finds out the defects and flaws in the supervision mechanism. It took predecessors’ work for reference and borrowed experience of system-building from both domestic and foreign government procurement. After that, it put forward several tentative plans and countermeasures on the establishment and improvement of the supervision mechanism of government procurement in China Customs as well as affording some solutions for the further development and improvement of the government procurement system of China Customs.
