Research On The Mining Land Utilization Under Sustainable Development Perspective

In 2012, the 18 th National Congress required to save land resources, promote the fundamental changes of using ways, the move become an important strategy to promote the sustainable development. ‘The National General Land Use Planning(2006-2020)’ clarify the national land use strategy during the planning period, clear the government main objectives, tasks, and policies of land use management, require to achieve full reclamation of new industrial and mining wasteland, reserve cultivated land resources get moderate development.Land is the important guarantee of human survival and development, the degree of land utilization reflect the interaction of human and nature. Large population, less arable land, a serious shortage of reserve cultivated land resources, is the basic national conditions of our country. Along with the urbanization and industrialization, increasing social and economic progress, the construction takes over many cultivated land, combined with waste and destruction in land utilization, make the contradiction between human and land, gradually threatening social and agriculture sustainable development. The rational use of mining area land become the best choice of mine total arable land dynamic balance, and promote the mining area resources, environment, population and economy coordinated development.At present, the research of land utilization in the inceptive stage, many professors focus on urban and rural land, the mining area land as the research object is rare. In the process of urbanization, the rational use of mining area land can optimize allocation of land resources, improve land use efficiency and farmers’ income, relieve the contradictions of population and land effectively. It plays an important role in land use planning, gradually show the great potential of the mining area land use.This paper based on the land utilization situation and actual social development of Yanzhou coal mining area in Jining city, discussed the theory and practice of mining area land use. According to the data from Shandong Province Land and Resources Department, we carry out questionnaire investigation about the present situation of Yanzhou coal mining land utilization. Through the data statistics, collection and analysis, we summed up the relevant conclusions, found the problems appeared in the process of land utilization, suggested an optimization scheme to improve current situation of the mining area land utilization, analyzed and assessed the feasibility of the scheme. Sustainable development countermeasures are given, such as increasing science and technology level, transforming the mode of growth, intensive utilization of mining area land for residential areas, controlling environmental pollution, improving land quality, paying attention to the implementation of land use planning, achieving optimal allocation of land resources.
