The Study Of Factors Affecting The Hog Production And Relative Stability Policy Of Hengyang City

The agriculture of Hengyang City has always been prosperous, and the hog industry output accounts for more than 53 percent of the total agricultural output of the city in 2013. Hog and poultry farming are the city’s traditional industries, and their output account for more than 80 percent of the city’s agricultural output total in the past seven years. At the same time, the output of hogs and poultries that are put into the market rank the first in the whole province. However, in recent years, the city’s hog market is unstable, especially in 2007 and 2011, which seriously affects the development of the industry and citizens’ normal life. Besides, this unstable status has a very bad influence on rural area’s economy. So using related data to analyse the development of Hengyang City’s hog industry has a very great significance.This research is based on the status and features of the hog industry of Hengyang city and uses several policies for reference which include the policies and theories introduced to stabilize the hog production at home and abroad, award systems of some major hog-production counties, constructing subsidy of standardized breeding farms, subsidy and insurance for the breeding sows, price protective policies for farming products and factor subsidy policy, etc. And then, by applying the theory of supply and demand abided by the hog market and scale effect theory into the research, this paper analyzes the related data from 2003 to 2013 to analyze the factors affecting Hengyang City’s hog production. Finally, based on the above analysis this paper gives some suggestions to keep the hog industry develop stably and rapidly.This paper argues that the prices of hogs, the number of sows, the prices of corns, the prices of piglets, the percentage that the large-scale farmers take, animal diseases and government policies are all important factors that affect the stability of Hengyang city’s hog market. Based on development status of Hengyang city’s hog market, we suggest that the local government take the following actions: Firstly, to build up a perfect system to deal with the animal diseases. Secondly, to encourage the farmers to use the futures as a useful tool to improve the ability against risks. Thirdly, to encourage the development of large-scale breeding to improve the ability of the industry to handle risks. Fourthly, to build up a forecasting and warning system of the hog market, and to improve the supervisory level of the industry as well. Fifth, to make policies to protect farmers’ interests so as to enhance their initiative. Finally, to prevent the corruption of agriculture to ensure that the policies can really do some help to develop the industry. In short, the government should make some effective policies in accordance to the above suggestions to help the hog industry of Hengyang city to develop stably and rapidly.
