Energy consumption and CO2 emissions in China and the ASEAN are analyzed, as well as energy consumption and CO2 emissions of China and ASEAN in 2040 are forecasted by the ARIMA model. And some proposals on China-ASEAN regional development are brought forward. The China-ASEAN Free Trade Area should focus on energy efficiency and clean energy except for exploring a new low-carbon road of real economy in the future. Furthermore, the China-ASEAN should enhance regional cooperation in energy and environment field, which would make China and the ASEAN cope with challenges as a union.The current situations, features and issues of energy efficiency standards and labels in China and ASEAN members are analyzed. The overall establishment of the China-ASEAN Free Trade Area objectively requires to harmonize the energy efficiency standards and labels in China and ASEAN, which would effectively facilitate the trade relations and technical interchange. There are several common points in the energy efficiency standards and labels of China and ASEAN members. However, owing to the great differences in the conditions of those countries, it is feasible for the harmonization of energy efficiency standards and labels in the China-ASEAN Free Trade Area except for waiting for an appropriate chance. In consideration of the strongest economic strength in this region, as well as the advantages of the widespread energy efficiency programs and associated technical levels, China should lead the harmonization of energy efficiency standards and labels in the China-ASEAN Free Trade Area.Test standards and energy efficiency standards are compared and analyzed for room air conditioners in China and the main ASEAN countries. Based on the disciplinarian of cooling hour vs. temperature, the seasonal energy efficiency ratio of air conditioners in each country is calculated and compared. The principle and calculation method of thermodynamic perfectibility are introduced, and the thermodynamic perfectibility of room air conditioner in China and ASEAN countries is calculated and compared. Test standards of the constant speed room air conditioner in China and ASEAN countries are based on ISO 5151. As far as numerous air conditioners operating in a certain climatic area are concerned, the higher EER for a given air conditioner, the higher SEER and thermodynamic perfectibility. Nevertheless, there are obscure rules between SEER and thermodynamic perfectibility. No matter what energy efficiency indicators such as EER, SEER or thermodynamic perfectibility, are selected to evaluate the energy performance of room air conditioners, the energy efficiency level in China is the highest in China-ASEAN region.Test standards and energy efficiency standards are compared and analyzed for household refrigerator in China and the main ASEAN countries. The concept of equivalent electricity consumption is put forward, and daily equivalent electricity consumption of refrigerators in various countries is calculated and compared. Test standards of refrigerator in China and ASEAN countries are based on ISO 8561. Energy efficiency index and daily equivalent electricity consumption of refrigerator in China are general lower than that in the ASEAN countries. This shows that technology of refrigerator in China is better than the ASEAN countries. In view of the harmonization trend of energy efficiency standards in China and ASEAN countries, considers that China should lead the harmonization of energy efficiency standards of household refrigerator in the area of China-ASEAN. And when energy efficiency standards in those countries are revised, should divide energy efficiency grades by daily equivalent electricity consumption.
