Problems And Countermeasures Of Hunan Provincial Cooperation Information Platform Construction

University-industry cooperation and innovation is one significant part of national innovational system, and is highly valued by every countries and regions around the world.It is beneficial to improve national capability of independent innovation, and therefore enhance the national comprehensive strength and innovational competent. With the development of the third scientific and technical revolution, information technology is constantly making innovation and widely used to change people’s life and work circumstances. In the early 20 th century, our country start to construct national science and technology platform, with the construction of university-industry cooperation and information platforms being the important part of it. Under the support and guide of government’s policies, the construction of information platform in countries or regions has achieved the initial success. Hunan province, located in the middle area of China, is without superior economic bases like the eastern area and without plentiful recourses like the western area. In spite of that, it relies on its gifted geological advantages, convenient water as well as air transportation, together with its cultural confidence for “The Kingdom of Chu, the home of talents. The academy of Yuelu, the very cradle of all.”, and the financial support from the governments as well. Therefore, the construction of information platform for university-industry cooperation achieved some successes,promoting the booming development of the cooperation and innovation. However, the construction of information platform for university-industry cooperation in Hunan province still has such problems as absent of effective communication, unsound agency service mechanism, immature circumstances for platform construction, and weak awareness of collaborative agent and so on. All these problems have influenced the university-industry cooperation and innovation on exerting its effect, and constrained its deep development. Thus, based on the practical conditions of Hunan, to analyze the reason why these problems exist, and to have a research to find out the solutions for its construction of information platform, are of significant research value and practical meaning to Hunan’s economic and technologic innovation strength.This article based on analyzing the research trend domestic and overseas, shows what the author does about the construction of information platform for university-industry cooperation. Firstly, make theoretical analysis about the information platform; explain its content, continents, necessities and targets, which both provide firm theoretical foundation for its construction. Secondly, make questionnaire survey and on-site interview, collect thedata and make specific analysis by compare, consequently, give the interpretation about reasons of problems’ existing. In the end carefully select some typical cases at home and aboard and absorb its successful experiences. Combining with the specific condition of Hunan’s technological innovation and industrial development, the author, from three aspects such as the construction and the management of information platform, as well as the service supporting system, comes up with some flexible suggestions for the construction of information platform that to deepen research by practice, to promote practice by research so as to accelerate the innovation-driven development of university-industry cooperation in Hunan.
