Study On Villagers' Participation In The Process Of Poverty Alleviation And Development Work

Poverty alleviation and development is using of natural resources and labor resources in the poor areas,providing poverty alleviation funds,preferential policies and developmental production construction.Forming the poor areas and their own development capacity gradually,and relying on their own poverty population to get rich and improve their living conditions.Since the1980 s,China has carried out the poverty alleviation and development work.It reduces the rural poverty population significantly and per capita income of rural areas has improved,the basic production and living conditions improve too.Poverty alleviation is fruitful.At present,our country has more than7000 poor people,poverty alleviation and development work form is still grim.Villagers' participation is insufficient and it seriously restricts the rural poverty alleviation and development results.This paper hope to through the analysis of villagers' participation in the poverty alleviation status and the influencing factors of participation,exploring the measures and suggestions to promote the villagers' participation in poverty alleviation,and in order to promote poverty alleviation.The paper bases on the participatory development perspective,and takes the state-level poor country — S village in Shanxi Province as a case.Using the theory of participatory development and some methods such as interviews,participant observation,questionnaire survey.The paper discusses the present situation of the villagers to participate in poverty alleviation.Including " the villagers' environment in poverty alleviation,the villagers participate in the industy poverty alleviation,culture poverty alleviation,social insurance poverty alleviation,labour migaration,work relief.On this basis,exploring the factors that influence the villagers to participate in poverty alleviation in terms of sociology.One of the reasons is traditional rural society change to a modern social.Also the government has not pay the enough attention to the principal position of the villagers in poverty alleviation.And there are also other reasons,such as the poverty alleviation policy is imperfect,the village cadres and village people's possession of resources for poverty alleviation,human poverty alleviation,the villagers themselves has not taken inadequate participation in mind and ability.In the end,this paper puts forward in poverty alleviation and development under the premise of adhere to government-led,from " the government reasonable empowerment "," improve the villagers' participation consciousness and ability "," the benign development of the relationship between various groups " and " institutional guarantee to strengthen and improve the villagers' participation in the poverty alleviation and change the poverty alleviation in the practice of government departments to sing " monologue".Providing the power to the sustainability of rural poverty alleviation and development in the poor areas,and providingthe theoretical reference and thought to win new stage of China's rural poverty.
