A Study On Cause And Countermeasure About The Fishermen Population Differentiation In QiDong City

According to the data from <China Environmental Statistical Yearbook>, in 2010,the sea area in China is 4.73 million square kilometers,among which, inshore area is 279,000 square kilometers. It should be said there are sufficient marine fishery resources. However, along with the economic reforming and market economy,Under the domination of human greedy and excessive requests, people is getting more and more from the seas, inshore fisheries resources are declining and depleted.Fishery resources are not only natural resources, biological resources and economic resources,but are public resources, which is belongs to the crowding of quasi-public goods. Marine fishery resources have following characters such as common sharing of resource system,separability of resource units,negative externalities and uncertainties,which are easily to be of excessive exploitation, therefore resulting in resources recession, moreover, which will let the market, which is called the "the invisible hand", to be out of the control.This requires the Government to strengthen the supervision and management, to play "the visible hand" effect.If the formulation and implementation of government policies not conducive to the improvement of the status of resources utilization, then it will cause a government failure,which will bring ecological disaster to the resource utilization, will have fatal consequences for human survival.Starting with the history of marine fishery resources in Qidong city,starting from the cause of variation of fishery resources, This Article focuse on analyzing the influence of variation of fishery resources on the differentiation of fishermen’s groups, and give some suggestion about the countermeasures to protect fishery resources.By exploring the history of marine fishery resources and the policy development process, we came to a conclusion, that is the exploitation and utilization of marine fishery resources are inextricably linked to human activities, is a fight between marine fishery resource against the human poverty, the environment,and the welfare distribution, is a problem of poverty and the welfare distribution. Under the background of variation of fishery resources.By the analysis of marine fishery resources utilization and protection in Qidong city, we have found that the serious overfishing and high fishing intensity have been resulted in serious decline of marine fishery resources,which have seriously affected the survival of fishermen, have been resulted in continuous fishermen’s transferring jobs, reductions in fishing revenue,the worse quality of life. Based on the way of empirical research and comparative research methods, from the perspective of changes in fishery resources, this article analysis the differentiation and analysis of the current situation in Qidong city fisherman populations, proposed the method on the protection of fishery resources, improve fishermen’s group split.
