The development of fisheries management systems of Mainland China is at a significantly slower rate than fishing industry development. There are more and more serious conflicts between fishermen and Fisheries managers. Some scholars in Mainland China recommend the establishment of system of fishermen’s organizations for fisheries co-management. And that could ease the conflicts. Due to historical reasons, fishery law system of Taiwan and Mainland China is different. The fishermen’s association is a feature of fisheries management of Taiwan, and it is a bridge between fishermen and Government fisheries authorities, which makes an important contribution to fisheries management and resource conservation. This paper aims to explore the similarities and differences between Taiwan and Mainland China in fisheries management system and fishermen’s organizations.Firstly, this paper compares the status of fisheries between Taiwan and Mainland China. By comparison about fisheries population, fishing industry structures and fishing mode, it is found that fishery population of Mainland China is greater Taiwan. And on the fisheries industry structure, Taiwan’s main fisheries industry is offshore fishing, and aquaculture is second, while the main fisheries industry of Mainland China is Aquaculture industry. On the fishing mode, the fishery models of Taiwan and Mainland China are small-scale mode. Overall fishery population and industrial structure between Taiwan and Mainland China are quite different, but from the fishery mode point of view, they are similar. Mainland China can selectively refer to experience of Taiwan.From the comparison on fisheries management system between Taiwan and Mainland China, the biggest difference is that Taiwan has a relatively sophisticated system of fishing rights,. The same point is the input controlled management systems are used. This provides the possibility to apply the experience of Taiwan to Mainland China.From the comparison of fishermen’s organizations, there is a legal system of fishermen’s association. Each fishermen’s organizations have adopted the system of members of Congress, but there are differences in the relationship between the organization and branches as well as the composition of the membership. From a business point of view, fishermen’s association would be more inclined to direct services to fishermen, and most of fishermen’s organizations of Mainland China tend to give service to government and fishery industry, namely semi-official organization. But fishermen cooperatives are similar with Taiwan fishermen association in organization, membership composition and operational aspects.Through a series of comparison, in the last part of this article, Taiwan fishermen’s association has been selective reference. Firstly, in terms of fishing rights, Mainland China should accelerate the improvement of fishing rights legal system, clear the contents of fishing rights and so on, in order to ensure the progress of the fishermen obtain fishing rights from fishermen’s organizations. In terms of fishermen’s organizations legislation, Mainland China should strengthen the importance of legislation related to the fishermen’s organizations to improve legislation to fill legislative gaps, to make the establishment and operation of Mainland China fishermen’s organizations according to the law. In terms of fishermen’s organizations, Mainland China should promote the fishermen’s organizations pilot, to regulate fishermen’s organizations. Firstly, to determine the number of fishermen’s organizations range. And the second is to expand the business scope of fishermen’s organizations.
