H power plant is a state-owned power plant. With the increasing deepening of the reform of electric power system and the power of competition between enterprises, the H power plant in urgent need of good performance in the future competition and maintain sustainable competitive advantages. Performance appraisal is the important means and indispensable management tool to the enterprise to achieve strategic objectives. The Department is the implementation of the strategic goal of the enterprise, its performance directly affects the overall performance of the enterprise, therefore, the implementation of the performance appraisal for the Department is the proper meaning of enterprise management, the establishment of a scientific, efficient, systematic department performance appraisal system is the internal requirement of enterprises.This paper selects the performance evaluation system of H power plant Department as the research object. Firstly, it describes the background and purpose of H power plant Department performance improvement, and then defines the concept and discusses the relationship between the performance, performance management, performance appraisal, the main methods of performance evaluation are described, which form the theoretical basis for H power plant Department performance appraisal program. With analyzing the current situation of the H power plant Department performance appraisal, and pointing out the problems, the paper puts forward specific design ideas of H power plant Department performance appraisal improvement. Using the advanced method of KPI, a new performance appraisal system of H power plant Department is designed. Finally, the effect is evaluated.
