Research On Public Participation In Rural Food Safety Supervision

"To the people, foodstuff is all-important; to the foodstuff, safety is all-important." The food is of vital importance to the human survival. The safety of food not only relates directly to the health of the public but also relates to the stability and development of the country. As the government’s emphasis on food safety issues, the city food safety has much improvement in a certain extent; But rural areas due to its vast and sparsely populated, market diversification, weak regulatory power, the food safety situation is worrying, how to strengthen the supervision of food safety in rural areas become a major task faced by the current practice. Public participation is a new type of social management mode, emphasize on the public self-management, it has become an important initiative at present taken by many countries to overcome the government failure in the supervision of food safety.At first, this article analyzes the important role of public participation in rural food regulation from the characteristics in the concept of food safety regulation and public participation. besides, based on the sampling survey and Pearson correlation analysis on five villages and towns in one large agricultural county in Hengyang, this paper elaborates on the problems existing in the public participation in food safety supervision and its concrete representation from the perspective of public participation in China, and then to analyze its performance and harm so that to found the lack of public participation in the food regulation of rural area in China mainly include the restrict of the traditional systems and mechanisms; the influence of the official-standardized cultural and the imperfect of the public participation mechanism and so on. And finally put forward the countermeasure and suggestion from strengthening the public participation in the food supervision of rural area, there are:strengthening the consciousness and ability of participation of the public; widen the channel of the public participation in rural food safety supervision; sound the incentive mechanism of thepublic participation in rural food safety regulation; improve the system of public participation in rural food safety supervision; strengthen the supervision of the public to the government of its performance in the food regulatory functions, etc.The main innovation part of this article is that through the research on the public participation in food safety regulation of rural areas, combing the functions of the government and the public rights together and put forward the obligations and rights of the public in food safety supervision in the rural areas. In addition, this study also used sampling survey and Pearson correlation analysis methods, reveals the relationship between these factors and food safety supervision from the demographic characteristics of rural residents who participate in food safety supervision.
