After The "Cultural Revolution" The Study On The Evolution Of Property Right System Of Grassland, Inner Mongolia(1977-2005)

Over-exploitation is the direct cause of grassland in Inner Mongolia grassland degradation, desertification, but not the root cause.The root cause of grassland desertification is restricting people’s behavior policy. After the "Cultural Revolution", Inner Mongolia Autonomous Region gradually got rid of the "left" of the constraints, and then gradually became aware of protecting grassland in there form and strengthening of the practice, re-proposed "right to use fixed prairie, grassland reclamation prohibited" requirements. Fixed pasture rights have had a significant impact on grassland ecology, livestock production and people’s lives. But this system has some limitations, it couldn’t effectively continue and develop for a long time in practice.1981 — 1985, the regime is the implementation of "livestock dual contract" system. By the "household responsibility system" effect, Inner Mongolia pastoral area has referred contract model agricultural area, and taken the livestock and grassland tenure of operation. The formation of the system experienced two stages: First, livestock and livestock contract price contract stage; the second is the scribe tenure pasture phase. The pasture tenure is a strong impetus to the ecological construction in Inner Mongolia grassland animal husbandry and economic development.1985 — 1995, the regime is the implementation of "pasture use paid contract" system. Although prairie dicing by group tenure, pasture responsibility- right- defined benefit is not clear, some grassland areas remained common property use. Meanwhile, the lack of necessary funding for grassland protection and construction, and the pursuit of economic development in the blind expansion of livestock all lead to speed construction of grassland animal husbandry can’t keep pace with economic development. The pasture contracted to households and charged, help protect the responsibility to implement the prairie, grassland ecological environment to meet the requirements of development.1996—2005, the regime is the implementation of the prairie, "a system of dual power." Prairie "double right one system," the implementation of the right to use a fixed prairie, "livestock dual contract" responsibility is the continuation and development of grassland of contracting system. The focus of it is to solve the problem of long-term and stable relationship of grassland contract.
