The Research Of Guangxi Ningming SAT Taxation Service Platform Optimization

<The Hu’s Report at 18th Party Congress> scientifically analyzed the new situation of our country. This report put forward the contemporary two strategic goals in China:to build a moderately prosperous society; to promote reform and opening up in all respects. It proposed to accelerate the improvement of the socialist market economic system and the transformation of economic development mode. As the continuous development of the local economic, the general taxpayers have expectations of the tax authority to provide tax service reasonably, efficiently and conveniently. On one hand, the local tax department should meet the performance assessment required by the higher level government. On the other hand it also undertakes the construction and maintenance of harmonious relationship between taxpayers and tax administration. Foreign-domestic practices also indicate that a reasonable, efficient and convenient taxation service platform can effectively improve the quality of taxation service and increase the tax receipts at the same time.Basing on the research of the service made by the existing Ningming County Office, SAT’s taxation service platform, this article hoped to use the new public management theory to give suggestion to deepen and consummate the government management. For those with tax service in higher cost who have little accounting personnel reserve and medium-sized enterprises in remote mountainous areas, how to put tax service resources reasonably to upgrade the level of taxation service, and as government oriented, how to extend the intension of taxation service to meet the feedbacks of problem and claims made by taxpayers. I also hope that with my own grass-roots working experience, I can find the existing problems of taxation service in local taxation department, make suggestions in developing and perfecting tax service and provide a reference sample for improving and optimizing the development of tax service system.The thesis is divided into five parts:The first part, introduction. The main topics of economic development, national policy changes, the local environment, illustrates why to study the grass-roots tax service system needs to be optimized and perfect reason. Put forward a specific target, the subject of the research methods, research framework and innovations. Introduction services theoretical basis and the practical experience of enlightenment and practices of various countries and the development mode of tax at home and abroad.The second part, elaborates the elements of our tax revenue collection management theory, constitute the imposition principle. This paper summarizes the situation of Ningming county’s natural conditions, economic and social development, analysis of the distribution of industry economy development situation of Ningming County, the existing situation of tax management, existing problems and the reasons for delay, summarize the features of ethnic minorities in remote areas of taxation management system represented by Ningming county.The third part, combined with the actual situation, analyze the elements of the tax service platform of Ningming County State, find out the advantages and disadvantages of the tax service platform, puts forward the existing problems.The fourth part, put forward the development countermeasures of Ningming County State from the point of theory and practice of tax optimization service platform.The fifth part, conclusion and suggestion. The research finally solve the problem and come to the conclusion, and further study suggestions.
