Research On Optimized Taxpayer Service For Lufeng County Tax Service,State Administration Of Taxation

With the evolution and developm ent of the theory of public adm inistration,the function of governm ent management has changed greatly,and tax service has gradually become one of the m ain tasks of China's tax authorities.Since the establishment of the original concept of service,tax service in China has gone through a process of nearly 20 years.Although China's tax authorities at different levels have carried out a variety of studi es and discussions on tax serv ice,there is a big gap in theoretical research and system design,and the construction of tax service system is far from the current developm ent trend.Therefore,with the rapid advance of economic society and inform ation,how ta x authorities carry out or ganizational upgrading and reconstruction to improve the efficiency of tax services has become an important subject for relevant researchers and tax authorities to analyze.Under the current developm ent trend,Lufeng County T ax Service,S tate Administration of Taxation constantly strengthens the reform of tax service.Through the establishment of new system,the creation of innovative brands,the perseverance of service concept,and the enhancem ent of publicity,Lufeng County T ax Service,SAT promotes the over-all work for the whole departm ent and accumulates som e experience in inproving tax service.Meanuhi le,there are still m any problems in tax service,such as incom plete service systems,old-fashioned service idea and laggard service methods.As for now,ZOPP method has seldom been introduced in public administration study,and its p ractical value h as not been sufficiently accepted.In contrast,relevant discussions abroad devel oped earlier and analytic res ults are more systematic.In this regard,the goal-oriented project planning prin ciple is relatively scientific and mature,which is not only a kind of pla nning method,but also includes many new management concepts and m eans.At the present stage,many large-scale projects are planned and designed through the goal-oriented project planning method.This paper takes the ZOPP method as the breakthrough point to analyze the improvement of tax service of Lufeng County Tax Service,SAT,and conducts a study on the f easibility of tax service improvem ent.At the sam e time,it is also an exploration of taking the ZOPP method as the research method in public management.This paper tries to introduce an effective project planning analysis method to improve the concept of project planning in public management,avoid the risk of project failure caused by inadequate or unscientific planning,and prom ote the refor m and improvement of the public management system.This paper taking Lufeng County Tax Service,SAT as the analysis subject,this paper makes an in-depth analysis into the problems in improving its tax service after questionnaire design and analys is,literature integration an d experts in terview,with the introduction of the scien tific concept of ZOPP,this paper m akes a system atic study on th e problems found,accordingly sets the goal,and therefore of fers some suggestions for improving the tax service in Lufeng County.
